Formosa Plastics is a privately held company headquartered in Livingston, New Jersey. Our core business, producing plastic resins and petrochemicals, takes place at three wholly-owned chemical manufacturing subsidiaries located in Delaware City, Delaware, Baton Rouge, Louisiana and Point Comfort, Texas.
I. POSITION OBJECTIVE
This position serves as the primary point of contact for developing and maintaining strategic workforce partnerships with school districts, colleges, universities, technical programs, and community organizations. The role is responsible for building sustainable talent pipelines that connect educational achievement to meaningful career opportunities within FPC TX.
This position promotes career awareness and workforce readiness through career fairs, classroom presentations, educational outreach initiatives, internships, apprenticeships, and workforce development programs. The role collaborates closely with internal departments, educational partners, and community stakeholders to support curriculum alignment, career pathway development, and long-term workforce planning.
The position also coordinates FPC TX employee participation on educational advisory boards and committees to support curriculum development, industry alignment, and workforce readiness initiatives. This role exercises independent judgment, strong relationship management skills, and professional representation of the Company while supporting long-term recruiting and workforce development goals.
This position is responsible for executing and supporting all aspects of talent acquisition for FPC TX. This position partners with management and Human Resources to attract, evaluate, and onboard qualified candidates while ensuring full compliance with federal, state, and company employment regulations. The role provides professional guidance to hiring managers, coordinates onboarding and pre-employment processes, supports immigration and non-immigration activities, and ensures a positive candidate and new hire experience. The position exercises independent judgement, maintains strict confidentiality, and contributes to workforce stability, regulatory compliance, and achievement of company goals and objectives.
II. MAJOR AREAS OF ACCOUNTABILITY
Educational Partnership Development: Develop and maintain strong working relationships with school districts, colleges, universities, technical schools, workforce agencies, and community organizations to create sustainable talent pipelines aligned with Company workforce needs.
Workforce Pipeline & Career Pathway Development: Coordinate and support initiatives that create direct pathways from educational achievement to employment opportunities, including internships, apprenticeships, scholarships, mentorship programs, and career readiness activities.
Career Outreach & Employer Branding: Represent FPC TX at career fairs, industry events, classroom presentations, student workshops, and community outreach activities. Promote awareness of manufacturing careers, company culture, safety expectations, and growth opportunities.
Advisory Board & Curriculum Collaboration: Coordinate participation of FPC TX employees on educational advisory boards, career and technical education committees, and workforce development councils. Collaborate with educational partners to support curriculum alignment with current and future industry workforce needs.
Student & Early Career Recruiting: Support recruiting efforts focused on students, interns, apprentices, and early career professionals by developing sourcing strategies, screening candidates, coordinating interviews, and facilitating onboarding activities.
Workforce Development Reporting & Program Improvement: Maintain workforce development metrics and prepare reports related to outreach activities, partnership effectiveness, internship participation, candidate pipelines, and recruiting outcomes. Identify trends and recommend continuous improvement opportunities.
Talent Acquisition & Candidate Sourcing: Utilize diverse and effective recruiting strategies to attract and identify qualified candidates for exempt and non-exempt positions. Proactively source talent through job postings, referrals, workforce agencies, educational institutions, community partnerships, and other appropriate channels. Maintain active candidate pipelines and think creatively to fill hard to fill positions while ensuring alignment with company values and operational needs.
Screening, Interviewing & Hiring Manager Partnership: Review applications and resumes to determine candidate qualifications. Conduct pre-screen and coordinate interview processes in a timely manner. Serve as a subject matter advisor to hiring managers by providing guidance on hiring guidelines, interview practices, labor market conditions, and candidate selection to ensure fair, consistent, and compliant hiring decisions.
Employment Compliance & Risk Management: Ensure all recruiting, hiring, onboarding, and documentation practices comply with applicable federal, state, and company regulations, including EEO, ADA, FLSA, I-9/E-Verify, immigration and non-immigration requirements, and record retention standards. Maintain accurate and confidential recruitment records and proactively identify and escalate compliance risks.
Offer Administration, Payroll Coordination & Onboarding: Coordinate job offers and establish rates of pay consistent with position requirements and internal equity. Initiate and manage pre-employment processes including background checks, drug/alcohol screenings, physicals, and authorization approvals. Conduct New Hire Orientation and ensure all onboarding documentation is accurate, complete, and submitted timely to payroll and personnel files to support a smooth transition into the Company.
Candidate Experience & Employer Representation: Provide timely, professional, and respectful communication with candidates throughout the recruitment and onboarding process. Act as an ambassador for FPCTX by promoting the Company's culture, safety expectations, and employment brand during interviews, orientations, job fairs, and community or educational outreach events.
Recruiting Metrics, Reporting & Process Improvement: Maintain recruitment data within designated systems and prepare regular recruiting and hiring reports. Track key metrics such as time-to-fill, candidate flow, and sourcing effectiveness. Analyze trends and provide recommendations to HR leadership to improve recruiting efficiency, workforce planning, and retention outcomes.
III. QUALIFICATIONS
A. TECHNICAL JOB CRITERIA
Minimum of one (1) to five (5) years of experience in recruiting, workforce development/career services, education partnerships, human resources, training and development, community relations, or related fields depending upon highest level of education achieved.
Experience with public speaking, career counseling, workforce outreach, educational partnerships, recruiting, internship coordination, or advisory board participation preferred.
The ideal candidate will possess demonstrated experience in workforce and career development, employer engagement, and strategic partnership building within higher education or community-based settings. Preferred qualifications include experience coordinating large-scale career fairs and recruitment events, collaborating with workforce boards, universities, and industry partners, and maintaining strong relationships with local employers to support hiring and training initiatives.
Candidates should have experience developing and supporting internship programs, including creating job postings, coordinating recruitment and interview processes, and facilitating employer partnerships that align with labor market demands. Experience working with grant-funded initiatives, such as internship or workforce development grants, is highly desirable.
High school diploma or equivalent plus a minimum of five (5) years of direct experience in recruiting, workforce development/career services, education partnerships, human resources, training and development, community relations, or related fields or Associate's degree with three (3) years of experience in recruiting, workforce development/career services, education partnerships, human resources, training and development, community relations, or related fields required. Bachelor's degree with one (1) year of direct experience in recruiting, workforce development/career services, education partnerships, human resources, training and development, community relations, or related fields preferred.
