Salary:This position is a Grade 417 with an annual salary between $107,937-$161,905 effective 6/27/2026.

About Us and the Role:The City of Glendales Transportation Department provides quality public transit facilities and services that support and enhance a safe and high quality of life for our residents, while helping to improve and sustain the environment.

The Transit Administrator performs advanced level work managing, planning, coordinating, developing and evaluating the activities and operations of Transit services. This position is directly responsible for planning, administering and monitoring the provision and coordination of all local and regional Transit programs in Glendale.

The ideal candidate for the role will have a Bachelors degree in Public or Business Administration, Transportation Planning or related field and seven years progressively responsible experience in transit administration including two years of supervisory or management experience.

Holiday, Vacation, and Sick Leave:

Regular status position's offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.

  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.

  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:

  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12%.

Essential Functions

  • Administers, plans and directs the activities and staff of transit planning, transit operations and procurement programs.
  • Reviews and manages the work of staff to ensure conformance with established procedures and standards. Oversees all aspects of staff retention, recruiting and training.
  • Develops, plans and implements goals and objectives for Transit programs. Develops and administers policies and procedures.
  • Responsible for the bus fleet replacement program.
  • Evaluates and monitors effectiveness and performance of transit systems. Develops, evaluates and makes recommendations to the Transportation Director for new services. Oversees deployment of new industry technology.
  • Develops, administers and monitors Transit operating budget. Monitor and approve expenditures and implements mid-year budget adjustments.
  • Develops and administers Transit Capital Improvement Projects.
  • Oversees compliance with Federal Transit Administration (FTA), state, regional, and local regulations, policies, and procedures. Administers FTA grant programs as well as procurement of grant funding. Manages preparation of mandatory federal compliance reports and participates in federal and local compliance audits.
  • Represents City at various regional coordination meetings including Regional Public Transit Authority (RPTA) and Maricopa Association of Governments (MAG), works as a liaison with other valley cities. Participate on various regional boards and committees. Keeps supervisor and management informed on local and regional transit issues. Prepares monthly agenda reviews for the RPTA Management Committee member and RPTA Board member.
  • Prepare and submit monthly reports on regional transit issues and concerns to the Mayors Office and the Intergovernmental Affairs Department.
  • Participates in Transportation planning for large-scale events, both at the local and reginal level. Plans, and coordinates local transit support (additional service, shuttle support, etc.) for special events. Coordinates and oversees the contract provider(s) of these services to ensure delivery needs are met.
  • Makes oral and written presentations to Council, Citizens Transportation Advisory Commission, regional government agencies, and business and citizen groups. Provides technical assistance and recommendations to these groups.
  • Work with Emergency Management Office and others to plan for and prepare emergency transportation response for situations requiring evacuations.
  • Prepare, administer and monitor intergovernmental agreements and contracts for transit services.
  • Plans, develops and implements Transit marketing programs.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

A Bachelors degree in Public or Business Administration, Transportation Planning or related field and seven years progressively responsible experience in transit administration including two years of supervisory or management experience.

Knowledge of:

  • Theory, principles, and practices of transit, planning, modeling, and operations.

  • Federal, State, and Local guidelines and regulations related to transportation programs.

  • Principles and practices of modern supervisory practices.

  • Contract negotiations and subsequent monitoring of contracts.

  • Represent the City of Glendale on various regional, county and state Committees.
