Position Overview
The Cumberland County Board of Elections is seeking a detail-oriented and customer-focused Administrative Specialist to support the administration of fair, honest, and efficient elections in accordance with North Carolina General Statutes. This position plays an important role in maintaining campaign finance reports, assisting candidates through the filing process, and managing voter photo ID services. The successful candidate will work in a fast-paced environment, providing accurate information and administrative support to candidates, elected officials, and the public. Examples of Duties
Inspect, test, maintain, organize, and inventory election equipment, supplies, and materials to ensure readiness for elections and voting events
Coordinate polling place setup by ensuring voting locations and the Board of Elections office are equipped with required equipment, telecommunications, and instructional materials
Assist with ballot preparation and voting system accuracy by auditing ballot content, reviewing voting machine displays, and supporting election planning activities
Count, sort, secure, package, and safeguard ballots and election materials in accordance with established procedures and regulatory requirements
Support One-Stop Early Voting operations by setting up voting sites, assisting voters, operating voting equipment, and facilitating curbside voting services
Receive, process, and maintain voter registration records, including data entry, record updates, mailings, and voter information verification
Provide customer service and information to candidates, elected officials, and the public regarding election procedures, filing requirements, voter registration, and election laws
Process absentee ballot requests and prepare, organize, and distribute absentee voting materials in compliance with applicable regulations
Review candidate filing documents, petitions, and related submissions for completeness, accuracy, and compliance with filing requirements
Assist with election certification activities, including reviewing provisional ballots, auditing precinct records, preparing canvass documentation, maintaining election records, and supporting election night operations
Minimum Qualifications
High school diploma or GED and one (1) year of experience in the assigned program area; or an equivalent combination of education and experience.
Necessary additional requirements:Successful completion of Keyboarding, Data Entry, Customer Service, Basic Excel and Basic Word tests will be required. Candidates selected as qualified will be contacted via email by a Human Resource representative for testing.

Knowledge of the policies, procedures, and operational practices applicable to the assigned work area
Knowledge of County operations, organizational structure, and the relationship between assigned duties and departmental objectives
Knowledge of official business practices, records management, and administrative procedures used in support of departmental operations
Skill in utilizing business technology, software applications, and electronic systems to support daily operations and program activities
Skill in using computer applications and office technology to prepare reports, correspondence, records, and other work products
Ability to independently perform duties within the assigned program area with minimal supervision and sound judgment
Ability to communicate effectively, both orally and in writing, with employees, elected officials, stakeholders, and the general public
Ability to gather, research, interpret, and provide information, guidance, and instructions related to program operations and services
Ability to establish and maintain effective working relationships while conducting County business with professionalism, tact, and courtesy
Conditions of Employment:
In accordance with Session Law 2025-16, candidates selected for positions involving work with children in any capacity will be required to undergo a fingerprint-based criminal history check conducted by the North Carolina State Bureau of Investigation (SBI).
