This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Waccamaw Center for Mental Health, 164 Waccamaw Medical Park Drive, Conway, SC 29526. Other WCMH clinic locations are Myrtle Beach, Georgetown and Kingstree.

As the Administrative Manager I, under general supervision of the Executive Director, serves as Chief Financial Officer of the Center. The Administrative Manager I plans, develops, coordinates, organizes and directs complex financial activities of the WCMH as governed by Division of Financial Services and South Carolina Behavioral Health and Development Disabilities/Office of Mental Health.

Responsibilities for the Administrative Manager I

  • Direct and oversee the financial activities of WCMH. This includes but is not limited to preparing the Center's budget, ensuring the Center operates within the authorized budget; prepares reliable forecasting reports; ensures cash flow is appropriate for the organization's operations; establish financial priorities for agency Strategic Vision planning and provides outcomes reports. Ensure effective management of vendor relationships, vehicles, contracts, ensure receivable funds are appropriately managed.

  • Comply with Corporate Compliance and Risk Management policies and procedures. Adhere to all other OMH, State and Federal laws, and policies and procedures. Ensure areas meet CARF accreditation standards.

  • Maintain positive internal and external relationships. Serve on Executive Council, Safety Committee, and makes presentations to the Board of Directors. Work with the Executive Director to develop partnerships with City/County Council and advise r as to the most efficient allocation of resources.

  • Formulate policies and procedures related to the day-to-day operations of the center.

  • Exercise responsibility for planning and studies to determine actions to be taken to improve clinical operations.

  • Performs other related duties as required by Executive Director.

Minimum and Additional Requirements

  • A bachelors degree and relevant experience in administrative services, public administration or business management.

Additional Requirements

  • Ability to lift up to fifty (50) pounds; ability to see, hear at normal volumes, stand, walk, reach, pull, stoop, bend and climb at least two (2) flights of stairs. and drive state vehicle.
  • Must be available for callback for emergencies/disasters as this position is considered essential.
  • Occasional travel to Myrtle Beach, Georgetown and Kingstree.

Preferred Qualifications

  • Bilingual abilities in English and Spanish (or another language) are a plus.
  • Relevant experience in administrative services, public administration, budget creation and monitoring, and/or business management preferred.

Additional Comments

Post hire, employees must have:

  • Extensive knowledge of governmental fiscal procedures, practices and policies and a thorough knowledge of budget preparation and management.

  • Considerable knowledge of the concepts of cost accounting.

  • Knowledge of federal, state, and local laws or regulations pertaining to healthcare.

  • Excellent time management and written/oral communication skills.

  • Overall comprehension in formulating center-based policy and procedures in operation of center.

  • Collect, compile and analyze data pertaining to financial, clinical and operational performance of the center, providing statistical reports and input as needed in developing and monitoring goals for the Center and needs of population served.

  • Ability to effectively strategize and solve problems, have strong leadership and organizational skills.

  • Proficient in the use of Excel, MS Office and financial management software.
