Purpose of Announcement
EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF OFFICE OF CENTRAL GRANTS ADMINISTRATION AND FOR FUTURE VACANCIES AS THEY OCCUR.
Kind of Work
Under general direction, the purpose of the position is to lead the preparation, review, and submission of complex federal and state financial and performance reports, including FEMA Public Assistance documentation and reimbursement requests. Employee in this position develops, calculates, and maintains advanced financial methodologies required for FEMA reimbursement, including fringe benefit rates, equipment rates, cost allocations, and indirect cost considerations. Prepares and validates FEMA project documentation, including Project Worksheets (PWs), large project reconciliations, and closeout packages. Serves as the primary coordinator for ensuring emergency contracts are viable, compliant, and operationally ready prior to disaster events. Performs advanced financial analysis of disaster-related expenditures to ensure eligibility, allowability, and maximization of federal reimbursement. Reviews and approves supporting documentation for high-value invoices, procurement actions, and reimbursement requests to ensure compliance with federal, state, and local requirements. Oversees and coordinates audit preparation and response efforts related to FEMA and other grant programs. Provides technical guidance and training to departments on FEMA compliance, financial reporting, and emergency procurement requirements. Maintains and enhances grant tracking systems, financial databases, and reporting tools to support enterprise-wide grant management. Performs related duties as required. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish.
Minimum Qualifications For Admission to Examination
Possession of an accredited Bachelor's degree; PLUS, five (5) years of progressively responsible experience in FEMA Public Assistance grant management, disaster recovery financial operations, or governmental grant administration, including at least two (2) years of complex financial analysis or governmental accounting experience.
Preferred: Possession of an accredited Master's degree in Public Administration, Finance, Accounting, or related field; FEMA certifications; or demonstrated complex experience in FEMA Public Assistance program management.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate but not to exceed the listed salary range.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.
Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.
Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.
Life Insurance
All regular employees receive a life insurance policy equal to one years salary.
Extra insurance may be purchased.
Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.
A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.
Retirement
Most regular employees belong to the Parochial Employees Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.
Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.
Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.
Special leaves of absence for military service, maternity leave, etc.
