TITLE: Administrative Assistant II (Financial Secretary), DECC

QUALIFICATIONS:

  • Minimum High School Diploma/GED (Associates Degree Preferred).
  • Minimum 2 years of secretarial/payroll/human resources experience in the State of Delaware, 5 years preferred.
  • General knowledge and understanding of school district finances, budgeting and school/district reporting policies.
  • Experience with Payroll Human Resources Statewide Technology (PHRST).
  • Experience with First State Financials (FSF) preferred.
  • Excellent communication, organizational and interpersonal skills.
  • Proficiency in MS Office Suite of Applications and/or automated departmental and financial systems.
  • Working knowledge of human resources, payroll and benefits policies, procedures and systems.

REPORTS TO: Administrator of DECC Programs

LOCATION: Delaware Early Childhood Center (DECC)

JOB GOAL: To maintain and provide payroll and benefits records in an accurate and timely manner within the specifications of the personnel policies and practices set forth by the State of Delaware and the Lake Forest School District.

PERFORMANCE RESPONSIBILITIES:

  • Works with Administrator to monitor and manage the personnel needs of DECC.
  • Enters and maintains data and information in PHRST for HR, payroll and benefits.
  • Initiate and complete the onboarding process for all new employees.
  • Assists the Administrator with the management, distribution and filing of all documents for the employee interview process.
  • Ensures that an accurate and timely personnel report is created for scheduled Board of Education Meetings.
  • Process and manage extended leave, workman's compensation, short-term and long-term disability requests.
  • Process and manage all unemployment benefits claims.
  • Prepares reports as required by the Department of Education, Lake Forest School District and DECC.
  • Additional duties entering, processing and tracking payment vouchers using First State Financials (FSF).
  • Maintains a complete and systematic set of personnel and payroll records and prepares files for archives.
  • Assists the Senior Accountant with functions related to fiscal management and reconciliation.
  • Sorts, files and retrieves statistics, records and other materials.
  • Receives and records data in an efficient and accurate manner.
  • Ability to gather, analyze and organize statistical data.
  • Assists the Administrator with the efficient management of the Licensure and Certification of all Early Childhood programs.
  • Ability to follow through on assigned tasks with a clear focus on attention to detail and accuracy.
  • Exceptional ability to build and maintain effective working relationships.
  • Respond to walk-in, e-mail and telephone inquiries and resolve related issues.
  • Establishes a positive and welcoming environment.
  • Completes all tasks assigned by the Administrator in an accurate and timely manner.
  • Ability to identify critical issues and exercise professional judgment.
  • Ability to maintain a very high level of confidentiality and professionalism.
  • Performs other duties as assigned by the Administrator.

SPECIAL REQUIREMENTS: Additional training in financial procedures and programs relating to the specific requirements of the position.

TERMS OF EMPLOYMENT: Twelve months with salary established by the Lake Forest Board of Education.

EVALUATION: Performance will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.

The following are conditions of employment for new employees:

  • Satisfactory criminal background check prior to being placed on payroll.
  • Satisfactory child protection registry check.
  • Mandatory direct deposit of pay.
  • Documentation of Mantoux skin test results for entrance to school system.
