Under the general direction of the Deputy Administrative Director or the Administrative Director of the Division of Workers' Compensation (DWC), the Manager II oversees the Administrative and Business Services programs. The Manager II provides high level strategic leadership and oversight to twoSupervisor IIs responsible for Business Systems, Outreach, Electronic Adjudication Management System (EAMS), Human Resources and Contracts and Procurement. The incumbent is responsible for the most complex policy development, enterprise-wide resource planning, and the integration of automation and administrative initiatives to support the Division-wide operational goals and mission. The incumbent acts as an advisor to the DWC Executive leadership on highly sensitive personnel matters, contracts and procurement, statewide facility operations, budgets, outreach, and technology upgrades.

Working Conditions

This position is located at: 1515 Clay Street, Oakland, CA 94612.

The incumbent works in a cubicle environment in an office setting with artificial light and temperature control. The incumbent is required to work extensively on the computer as necessary for email communication, research, drafting policy and procedure documents, and other purposes. Confidentiality must be maintained at all times. Telework will be offered in accordance with current departmental policy.

Department Information The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers. DIR also publishes materials and holds workshops and seminars to promote healthy employment relations, conducts research to improve its programs, and coordinates with other agencies to target egregious violators of labor laws and tax laws in the underground economy.

The incumbent must have knowledge of personnel principles and practices, employee supervision, staff development, training and program management. Knowledge of the State civil service selection process. Prior supervisory experience, excellent organizational skills and attention to detail.

The incumbent must also demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DIR to complete work assignments related to developing policies and procedures. The incumbent must exercise the ability to independently make decisions and perform actions having broad implications on various aspects related to the Administration Unit. In addition, the incumbent must demonstrate the ability to use the Internet, MS Word, MS Outlook, MS Excel, MS Teams, DWC/DIR proprietary software, and other desktop applications.
