Definition

Under direction, is responsible for managing all aspects, including supervising staff members, of an addiction services program for Columbus Public Health; performs related duties as required.

Under direction, this position is responsible for the oversight and management of the CPH Alcohol and Drug Services Prevention Programs. This position will supervise staff providing evidence-based prevention education and support for those impacted by increased risk factors to increase protective factors and resiliency skills. Responsibilities include managing direct prevention services with staff and partners, oversight of grant funding deliverables, data tracking and analysis, performing needs assessments, curriculum fidelity reviews, and compiling reports. Performs related duties as required.

This position works to develop and sustain community partnerships (schools, recreation centers, community agencies) to increase understanding of prevention services and readiness following the strategic prevention framework and collaborates on efforts to deliver quality prevention services. Will assist with program grant writing, policy development and compliance, contracts and MOU's, and is a representative for CPH to the broader community regarding prevention services and initiatives.

Preferred Qualifications:

  • Possess Ohio Chemical Dependency Prevention credential of OCPS or OCPC, and/or Community Health Education Specialist (CHES), or Registered Nurse (RN), or the capacity to meet requirements to obtain Prevention credential (OCPS, OCPC) within one year of hire.
  • Knowledge of Strategic Prevention Framework topics and concepts and experience utilizing components in community-based service delivery environment.
  • Knowledge of grant funded program operations and prevention billing structures.
  • Experience with community engagement and public speaking.
  • Knowledge and familiarity with computer programs such as Microsoft Office.

Examples of Work

Manages the operations and develops and implements procedures for an Addiction Services Program according to applicable standards and requirements;

Selects and trains staff, completes performance evaluations, approves leaves, schedules work hours, directs duties, and handles employee problems and communication;

Provides direct service coverage according to certification requirements and as budgeted in grants if applicable;

Diagnoses clients for substance use disorder;

Clinically reviews client referral, admission, discharge, and continued stay;

Assures, directs, collects, reports, and analyzes quality improvement and evaluation data for a program;

Recommends changes to services, materials, or operations for a program;

Assists with grant applications, budgeting, project reporting, and certification reviews;

Investigates and recommends capital expenditures for a program;

Participates in the planning and development of services, quality management, and policies and procedures for the Addiction Services Program;

Represents the Department and Addiction Services Program to the community and to relevant boards, groups, task forces, etc.;

Promotes, establishes, or expands addiction services to the department, human services agencies, the public, and throughout the community;

May be assigned to serve as a member of an Incident Command System (ICS) Team, or a similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.

Minimum Qualifications

Possession of a bachelor's degree and three (3) years of experience providing or managing addiction services. Substitution(s): A master's degree may be substituted for one (1) year of the required experience.

Due to the nature of, or the funding requirements for, the program, some positions may require State of Ohio registration, certification or licensure within the addiction counseling or prevention professions, or other professions performing services within the recognized scope, standards, and ethics of the individuals profession.
