The Superior Court of Contra Costa County is conducting internal recruitment to fill the ADA and Communications Manager position. The ADA (Americans with Disabilities Act) and Communications Manager plans, organizes, manages, and oversees the Courts public accessibility, ADA compliance, public information, media relations, executive communications, and facility use programs. This position serves as the Courts ADA Coordinator and Public Information Officer, ensuring compliance with applicable accessibility laws and regulations while providing strategic communication support to the Courts executive leadership and judiciary.
The ADA and Communications Manager is responsible for administering public accommodation requests under the ADA, coordinating media and public information inquiries, developing internal and external communications, managing facility use requests, and supervising assigned staff. The incumbent serves as a key advisor to judicial officers, executive leadership, and court management on matters involving public access, accessibility, communications, and organizational initiatives.
Examples of Duties
Serves as the Courts ADA Coordinator and primary point of contact for ADA accommodation requests from court users, litigants, attorneys, jurors, witnesses, and members of the public.
Administers and oversees the Courts ADA accommodation program and ensures compliance with applicable federal and state accessibility laws, regulations, and court rules.
Reviews accommodation requests and determines appropriate accommodations in accordance with legal requirements and established Court policies.
Coordinates accommodation services and accessibility efforts with judicial officers, court managers, court operations staff, security personnel, interpreters, facilities staff, and external service providers.
Develops, implements, and maintains policies, procedures, forms, and training programs related to ADA compliance and accessibility.
Serves as the Courts Public Information Officer.
Coordinates responses to media inquiries, public information requests, and requests for official Court information.
Develops, reviews, and distributes press releases, public statements, publications, announcements, and official Court communications.
Advises the Presiding Judge, Court Executive Officer, executive leadership, and judicial officers regarding media relations, public communications, and messaging strategies.
Administers Court facility use requests and related policies and procedures.
Reviews and evaluates requests for use of Court facilities by governmental agencies, justice partners, educational institutions, and approved external organizations.
Coordinates facility use approvals with Court leadership, Facilities, Security, and Court Operations.
Supervises, trains, mentors, and evaluates assigned staff.
Develops and implements policies, procedures, and operational guidelines related to assigned program areas.
Leads or participates in special projects, committees, strategic planning efforts, and cross-functional initiatives.
Performs related duties as assigned.
Minimum/Desirable Qualifications
Education:
Bachelors degree from an accredited college or university in Public Administration, Business Administration, Communications, Public Relations, Human Resources, Political Science, or a closely related field.
Experience:
Five (5) years of progressively responsible professional experience in ADA administration, communications, court administration, public administration, human resources, or a related field.
Substitution:
Additional qualifying experience may be substituted for education on a year-for-year basis.
Any combination of education and experience that provides the candidate with the requisite knowledge, skills, and abilities to perform the duties of the ADA and Communications Manager will be considered.

Conditions of Employment
Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.
All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver's License and required levels of automobile insurance.
Convictions
Felony and misdemeanor convictions MAY BE disqualifying for employment with the court.The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.
