The Alaka`ina Foundation Family of Companies (FOCs) is looking for an Acquisition Subject Matter Expert (SME)to support our government customer in Orlando, Florida.

The Acquisition Subject Matter Expert (SME) provides comprehensive support to government acquisition programs and pre-programs. This role develops procurement documentation, conducts detailed research and analysis, prepares acquisition artifacts, and supports strategic decision-making across the full acquisition lifecycle. The SME works closely with Integrated Product Teams (IPTs), program managers, and contracting professionals to ensure compliance with federal, DoD, and service-specific acquisition policies.

DESCRIPTION OF RESPONSIBILITIES:

Procurement & Acquisition Documentation

  • Develop and prepare Procurement Initiation Document (PID) packages.
  • Draft and review acquisition documentation including PWS, SOW, OTA packages, Requests for Solutions (RFS), performance specifications, CDRLs, QASPs, SAMPs, PESHE, CCA, and other statutory/regulatory documents.
  • Draft and review Requests for Proposals (RFPs), ensuring accuracy, completeness, proper inclusion of FAR/DFARS/NMCARS clauses, and alignment with evaluation criteria and acquisition objectives.
  • Support the development of program milestone documentation, decision briefs, program schedules, cost documentation, acquisition strategies, and STRAPs.

Market Research & Acquisition Planning

  • Conduct, document, and analyze market research in accordance with FAR Part 10.
  • Prepare research reports, sources sought notices, Requests for Information (RFIs), and analyses of small business market conditions.
  • Support demonstrations, conferences, industry days, surveys, and related events.
  • Provide SME input on commercial item determinations, NAICS and PSC selection, and small business set-aside strategies (8(a), HUBZone, SDVOSB, EDWOSB, WOSB).

Financial & Analytical Support

  • Perform detailed analyses to support contracting and program management decisions.
  • Assist in preparing financial, informational, and narrative briefing materials for program office leadership.
  • Review program documentation for compliance, accuracy, and alignment with acquisition strategy and risk mitigation requirements.

Source Selection & Determinations

  • Contribute to the development of Source Selection Plans (SSPs), including evaluation criteria and offeror instructions.
  • Draft Determinations and Findings (D&Fs) including commercial item determinations, single-source justifications, use of contractor personnel, OCI determinations, T&M/LH justifications, Berry Amendment analyses, and other required approvals.
  • Support the development of Justifications & Approvals (J&As) for other-than-full-and-open competition.

Research & Issue Resolution

  • Research and analyze contract issues related to competitive and sole-source acquisitions.
  • Provide recommendations to resolve acquisition challenges, risks, and documentation gaps.

REQUIRED SKILLS AND EXPERIENCE:

  • Demonstrated expert-level knowledge of the FAR, DFARS, NMCARS, DoD 5000 series, SECNAVINST 5000.2, DoD FMR 7000.14, and the MARCORSYSCOM Acquisition Guidebook (MAG).
  • Extensive experience preparing acquisition documents, conducting market research, and supporting source selection activities.
  • Ability to manage multiple deadlines, prioritize tasks, and communicate effectively with government clients.
