Acquisition Services Management Deputy Division Leader for Mission Execution (Acquisitions Services Manager 5)

The ASM Deputy Division Director for Mission Execution (the Deputy) reports to the ASM Division Leader and is responsible for management of procurement activitity for the Laboratory. The Deputy leads a team of six Procurement Managers who are responsible for teams of Acquisition Planning Specialists and Procurement Specialists. The procurement scope covers production, new construction, renovation, maintenance, R&D, IT, and all other goods and services to support a large Lab with a diverse scope. Typical annual procurement volume is about $2B. The Deputy works closely with the ASM Deputy Division Leader for Division Operations who is responsible for policy, training, compliance, special programs (like P-Card), business systems, spend analytics, metrics, reporting, and all other matters related to operation of the ASM Division. The primary objective of the Mission Execution Deputy's role is to ensure LANL procurement actions are planned, executed on schedule, compliant with policy, and effectively administered through contract completion.

We are looking for someone who is an excellent communicator and adept at building strong relationships. While this is a telework position, the Deputy is required to meet in person as necessary to build relationships with fellow employees, staff of our NNSA client, and the supplier community. The Deputy must be capable of effectively managing a team and keeping the pulse of a broad spectrum of procurement activities.

Key Responsibilities include but are not limited to:

• Works closely with the ASM Division Leader to continuously improve the procurement function
• Manages Procurement staff to ensure LANL objectives are accomplished
• Generates a working environment where all staff feel valued and rewarded for their contributions
• Establishes transparent, communication-focused relationships with key company stakeholders within requesting organizations (referred to as Partners at LANL)
• Implements leading industry contracting practices to meet schedule, reduce cost, and mitigate risk
• Develops a reliable procurement forecast to enable leveling of ASM workload
• Ensures procurement actions are compliant with the Triad Purchasing System, which is approved by NNSA in accordance with FAR Part 44
• Ensures contract files are documented and maintained in accordance with policies and procedures
• Hires Procurement Managers, Procurement Specialists, and Acquisition Planning Specialists
• Seeks input from Partners across the Laboratory to ensure resulting contracts are successful
• Conducts routine business reviews with Partners to review performance against Service Level Agreements, address issues, and mature future procurement actions
• Builds relationships with LANL suppliers that are based on transparency, respect, and mutual trust

• Formation and administration of complex, high value contracts requiring creative solutions
• Trade off source selection techniques
• Supply chain management operations including construction, materials, and equipment
• Data analytics to achieve greater performance

Accountability: Experience working with confidential or proprietary information, classified documents, or sensitive information. Demonstrated experience to meet organizational goals and objectives in a complex and demanding environment with critical deadlines.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers.

Education/Experience: Position requires a Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Master's degree in Business Administration from an Accredited University/College, Juris Doctor from an Accredited Law School, or advanced degree in related discipline
• Experience in the operation of SAP Ariba Sourcing and Contracting
• Experience with Management and Operating contracts at a Department of Energy site
• Working knowledge of Federal Acquisition Regulations
• Experience with procurement of large, complex construction
• Experience in a nuclear related field subject to NQA-1
• Professional Certifications: Certified Professional in Supply Management (CPSM); Certified Purchasing Manager (CPM); Certified Professional Public Buyer (CPPB); Certified Public Purchasing Officer (CPPO); Certified Federal Contract Manager (CFCM); Certified Commercial Contract Manager (CCCM)

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2 hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.
