The Animal Care and Protective Services Department is actively seeking a Manager of Volunteer and Foster Services.

This position reports to the Chief of Animal Care and Protective Services and is responsible for coordinating and managing both the Volunteer Program and the Animal Foster Program. The role oversees recruitment, training, scheduling, supervision, and support of volunteers and foster coordinators; ensures adherence to ACPS policies and best practices; and provides operational oversight to ensure high-quality service delivery that supports lifesaving outcomes, customer service excellence, and community engagement. The position ensures accurate recordkeeping, program development, and the implementation of procedures to maintain and improve foster and volunteer operations.

Examples of Work

  • Maintains accurate volunteer and foster rosters, ensures timely tracking of service hours, participation, and program engagement, and follows up with volunteers and fosters as needed.
  • Maintains and updates volunteer and foster program databases; develops systems for recordkeeping, scheduling, tracking, and reporting to support program evaluation and continuous improvement.
  • Coordinates with ACPS staff and supervisors to create and maintain position descriptions, training materials, and standard operating procedures for volunteer and foster roles.
  • Ensures volunteers and foster caregivers adhere to all ACPS policies and procedures and provides performance support, corrective guidance, and feedback as necessary.
  • Develops, schedules, and conducts orientations and training sessions for new volunteers and foster caregivers, including shelter-based and off-site training opportunities.
  • Recruits volunteers and foster caregivers and represents ACPS at events, community functions, and outreach activities throughout Jacksonville.
  • Serves as the primary liaison for the volunteer and foster programs, maintaining regular communication with shelter staff, volunteers, fosters, and community partners.
  • Provides training, coaching, and support for volunteers and foster caregivers involved in animal care, enrichment, event support, adoption assistance, and foster program activities.
  • Oversees all administrative functions of the foster program, including recruitment, placement coordination, caregiver support, retention strategies, and documentation of foster activities.
  • Works closely with the Animal Foster Coordinator to ensure efficient placement of animals into foster homes, timely marketing of foster pets, and removal of barriers to foster success.
  • Monitors foster-program capacity, identifies animals appropriate for foster placement, and collaborates with Animal Care, Enrichment, Veterinary, and Intake/Pathways teams to support the movement of animals through the shelter system.
  • Provides guidance in addressing foster-caregiver concerns, resolving conflicts, and ensuring fosters receive necessary resources, training, and information to care for their assigned animals.
  • Coordinates and supervises group volunteer projects, youth programs, interns, and community partnerships, including the Mayor's Youth at Work Partnership and Mayor's Youth Alliance interns.
  • Oversees foster and volunteer program marketing efforts, collaborating with communications staff to promote opportunities, highlight success stories, and support recruitment and retention.
  • Ensures all adoption paperwork is complete at off-site events, processes adoptions, issues licenses, and reconciles money and reports at the close of events.
  • Creates, coordinates, and implements new and revised administrative policies relating to volunteer and foster operations.
  • Assigns, monitors, reviews, and evaluates the work of subordinate staff, including the Animal Foster Coordinator and others assisting with volunteer/foster program operations.
  • Identifies training needs and provides guidance to staff in developing working relations and oversight of volunteers and foster caregivers.
  • Provides recommendations and confers with staff and leadership on animals being considered for humane euthanasia.
  • Maintains up-to-date knowledge of animal care, foster programming, volunteer engagement, and shelter best practices to support continuous improvement and high standards of operation.
  • Supports shelter operations as needed, including serving as on-duty daily supervisor during events, holidays, or emergency response situations, and ensuring daily revenue reports are balanced.
  • Operates standard office equipment including computers with word processing, spreadsheet, and database software.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

LICENSE/CERTIFICATION/REGISTRATION:

  • Euthanasia Certification must secure within one year of employment and must be maintained.
  • A valid drivers license is required and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification. A bachelor's degree from an accredited institution is preferred.
