Job Duties

Oversees the successful processing of accounts payable, to ensure accounts are paid accurately and timely per the guidelines of the State. Reviews batches prepared by subordinates for accuracy and completeness. Handles vendor and internal inquires.

Ensures bank deposit information is entered into CARS in a timely manner per the information provided by the Finance Director and Business Office staff.

Oversees the successful processing of travel vouchers and IAT’s for PVCC through Cardinal. Research missing or incorrect invoices, Reviews purchasing cards statements monthly.

Ensures purchases are reconciled to the statements for PVCC accurately. Ensures that payments are processed according to established deadlines.

Ensure new and current employees are trained on established policies and procedures.

Manages purchasing functions for specified departments. Ensures all state policies are followed. Works in conjunction with the Purchasing Manager to meet all purchasing needs.

Asist Director of Finance in retrieving, summarizing, and analyzing financial reporting data. Prepare and submit reports to supervision as required and requested. Performs other duties as may be assigned that are within the agency mission and as situations warrant in meeting the overall needs of the agency.

Residents are PVCC’s first priority in comparison to all other assigned duties regardless of your job role.

Serves in the AOC rotation.




Minimum Qualifications


High school graduate with related experience in supervision in the field of accounting and/or training in supervision

College degree or course work in related field preferred

Must have extensive experience working in accounts payable for the Commonwealth of Virginia

Previous experience in a long-term care/skilled nursing or adult geriatric setting a plus

Experience in knowledge of state/facility systems (Cardinal, Point Click Care, CARS).

Knowledge and understanding of the Commonwealth of Virginia’s Accounting policies and procedures, especially those related to accounts payable and travel voucher processing.

Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Must have knowledge of quality control, costs, and other techniques for maximizing the effective delivery of services.

Knowledge of administrative and clerical procedures and systems, such as word processing, managing files and records, designing forms, and other office procedures and terminology.

Excellent knowledge of principles and processes for providing customer and personal services.

This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Knowledge of economic and accounting principles and practices.

The ability to use mathematics to solve problems and reach logical conclusions.

Ability to carry out the responsibilities of the position

Must be able to read and write and have good oral and written communication skills. Ability to maintain a tactful, orderly working relationships with others.

Oversee Procurement, A/P, Payroll and Central Supply departments and will be required to assist in those areas as needed.

Knowledge of principles and process for providing supervision, to include the ability to instruct and develop staff.

Possess basic knowledge of computer software and have the ability to use the computer
Serves in the Manager on duty rotation

May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor
