South Carolina ETV (SCETV) is the states public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings.
JOB PURPOSE:
The Accounting/Fiscal Manager I serves as the agencys Controller and reports directly to the Chief Financial Officer (CFO). Under general supervision, the Controller provides leadership and management of the agencys accounting and reporting functions, inclusive of but not limited to budgeting, cost allocation, grants accounting and reporting, asset management, and procurement/ purchasing services with designated staff members.
JOB DUTIES:
Performs complex accounting duties developing and preparing financial and statistical reports in maintenance of the Agencys Annual Budget of $35 million federal, state and earmarked appropriations combined. Leads and executes the organization of internal controls and staffing for accounts receivables, accounts payables, general ledger, and grant reporting within the SAP/SCEIS financial system to maintain accurate records Closing Packages and audits. Delivers comprehensive training to finance personnel on internal orders of operations and standard operating procedures aligned with standards established by the SC Comptroller Generals Office, SC State Treasurers Office, and Executive Budget Office.
Prepares and analyzes financial data and reports to identify discrepancies, while investigating and recommending corrective actions timely. Periodically, monitors staff performance completing complex accounting functions in the financial system to measure data integrity and fiscal reliability. Performs complex accounting and periodic SCEIS audits to ensure controls standards are proficiently met.
Develops and maintains the Agencys multifaceted budgets aligned with each program and projects operational needs and financial commitments through maintenance of the chart of accounts. Forecasting and analysis of budget versus actuals trends to recommend adjustments and complete corrective measures. Perform as the financial liaison to internal and external stakeholders according to established federal, state and Agency guidelines and regulations.
Serves as the lead accountant coordinating and preparing for Agreed Upon Procedures audits and acts as a liaison with independent auditors annually. Facilitates trainings and provides guidance for various budget and finance-based activities for management and staff, as needed. Assists with procurement
/ purchasing service operations.
Generate ad hoc reports upon request from the Executive Management team.
Performs all other duties as assigned.
Minimum and Additional Requirements
A bachelors degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Positions in this class may require designation as a C.P.A. (Certified Public Accountant).
Preferred Qualifications
A bachelors degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking with a minimum of 5 years SCEIS experience and 5 years of State government experience.
