Purpose of Announcement

EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT ELIGIBLE LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE ACCOUNTING DEPARTMENT AND FOR FUTURE VACANCIES AS THEY OCCUR.

Kind of Work

Under general direction, the purpose of this position is to perform responsible, supervisory professional level accounting work involving the accurate maintenance and financial reporting for assigned accounts, services, funds, and/or cost centers of the Parish in an independent manner. This position provides training, supervision, and guidance to accounting personnel under charge in performing tasks. Provides administrative oversight, training, supervision, and guidance for various work areas, i.e., grants, fixed assets, budgets, general and subsidiary ledgers, debt service, special revenues, capital outlay. Audits and/or reviews various items for accuracy, regulatory compliance and/or adherence to policies and procedures, i.e., budget details, billing/vendor invoices, direct expenditures, journal entries, bank statements, wire transfers. Performs complex research, analysis and follow up on various items unable to be resolved at subordinate levels, i.e., out of balance conditions, journal entry inconsistencies, account discrepancies. Communicates and works collaboratively with various entities in researching and resolving accounting issues, i.e., other departments, department heads, financial institutions, service/product vendors, internal auditors. Work areas include, but are not limited to, audits, grants, fixed assets, budgets, contracts, debt service, enterprise funds, internal service funds, special revenue funds, and the general fund. Incumbents ensure compliance with regulatory standards, generally accepted accounting principles, and approved policies and procedures. Performs related work as required.

Minimum Qualifications For Admission to Examination

Meets ONE of the following options:

I. Current employment and permanent civil service status with Jefferson Parish in the class of Accountant II-Central Finance Office.

OR

II. Possession of an accredited Bachelor's degree in Accounting and at least three (3) years of full-time, paid work experience performing professional* accounting duties.

OR

III. Possession of an accredited Master's degree in Accounting, Business Administration, Public Administration, or a related field and at least one (1) year of full-time, paid work experience performing professional* accounting duties.

  • Note: Professional experience must be obtained post-Bachelor's degree.

Kind of Examination

(ENTRANCE AND PROMOTIONAL)

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. Vacation (Annual Leave)

Employees accumulate one half day of paid vacation for every two weeks worked.

Leave accrual rates increase with years of service. Any unused annual leave is

usually paid upon separation from Parish Employment.

Sick Leave

Employees accumulate one half day of paid sick leave for every two weeks worked.

Sick leave is available for personal illness, injury or medical consultations.

Holidays

Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance

All regular employees receive a life insurance policy equal to one years salary.

Extra insurance may be purchased.

Medical Insurance

An HMO medical insurance plan is avalable for employees and their

dependents. Jefferson Parish pays 80% of the premium for employees and 50% of

the premiums for dependents.

A Flexible Benefits Plan

Employees have the opportunity to save money by paying for health

insurance and optional insurance with pre-tax dollars. A Flexible Savings

Account for Medical Expenses and Dependent Care is also available.

Retirement

Most regular employees belong to the Parochial Employees Retirement

System instead of the Social Security System. For employees hired after

January 01, 2007, a pension calculated at 3% of salary per year of service

is provided upon retirement at age 67 with 7 years of service, age 62 with

10 years of service, or age 55 with 30 years of service.

Tenure Payment

Employees are paid $25 per year of service in December of each year.

Employees must have worked two years before the first check is paid.

Deferred Compensation Plan(457b plan)

Similar to 401K programs, the 457b Deferred Plan allows employees to defer

up to $14,000 of pretax income each year to supplement retirement savings.

Pre-tax contributions can be cashed in upon retirement or termination without

penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc.
