Responsible for developing and managing communications budgets
Work involves managing a staff of supervisors, telecommunicators, Training Officer, Lead Telecommunicator and operations of a twenty-four-hour emergency communications center
Works with County IT to develop short range and long-range plans for all technological, and equipment needs
Manages the installation, maintenance and use of all communications equipment
Manages the 911 Emergency Fund and works with the NC 911 Board to ensure spending follows NC General Statutes and prepares required NC 911 Board expense reports
Manages all personnel matters, as well as the Telecommunicator training program
Establishes policies and procedures and works with all Jones and Lenoir County public safety agencies
Must be able to exercise independent judgment and initiative when dealing with personnel matters and working with the public safety agencies and responding to emergency situations
Work is supervised by the Deputy Director of Emergency Services and is reviewed through conferences, review of work, reports, and public feedback
KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the methods and procedures of operating the communications system; thorough knowledge of the federal and state regulations governing transmission by radio and teletype; thorough knowledge of the geography of the City and County and surrounding area; general knowledge of sheriff, police, fire and EMS procedures; ability to plan and supervise the work of others; ability to operate all communications equipment; ability to direct the design, installation and maintenance of communications equipment; ability to speak succinctly; ability to deal courteously with the public under trying conditions
EDUCATION AND EXPERIENCE: Preferred associate's degree in 911 Communications and Operations, Public Safety or related field with two to five years work experience of a wide in an Emergency Communications Center and 2-3 years experience as an Emergency Communications supervisor; or an equivalent of education and experience
Must obtain NENA Center Manager Certification within 2 years of hire
Must have ICS100,200,700, and 800 and obtain ICS300 and 400 within 1 year of hire
Must have EMD, EPD, EFD, CPR and DCI Certification This position requires the availability to work flexible hours, including days, nights, weekends and holidays
