Description for Candidates:
Plans, leads and directs the District"s Interstate Maintenance program. Work includes emergency response operations and routine and preventive maintenance activities in a large geographic area. Ensures a high level of customer service, stewardship of public assets, funds and resources, and achievement of business goals. Provide leadership, direction and management for assigned operational programs and staff. Ensure all operations are conducted in compliance with established policies, procedures, laws and regulations. Develop and administer budgets and strategic plans, and monitor to achieve organizational objectives.
How you will contribute:
Budget Development: Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.Collaborative Problem Solving: Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation and collaborative influence to resolve transportation issues while considering all aspects of the project and customer perspectives.Communication: Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns from VDOT internal and external customers.Communication: Build and maintain strong partnerships with stakeholders, to include municipal and political business partners. Communicate with stakeholders to provide appropriate and authoritative information and receive feedback on business goals. Participate in standing and ad hoc committees, groups or public forums in order to represent and achieve the district"s business needs and interests. Investigate and respond to concerns from VDOT internal and external customers. Take administrative actions and make management decisions that result in a high level of credibility, public trust and good-will. Oversee IMO maintenance team and contractor partners to deliver programs and service to ensure that internal and external customers are provided quality and professional service.Emergency Operations: Oversee Interstate emergency response planning, preparation and implementation. Ensure all employees are properly trained to carry out emergency response duties. Ensure required Personal Protective Equipment (PPE) and equipment is available for staff during emergencies. Understand and implement the COOP for the residency. Oversee training, coordination, and implementation of emergency action plans. Conduct all emergency operations in compliance with FEMA and FHWA regulations.Interstate Maintenance Program Delivery: Plan and administer maintenance budgets and projects effectively to meet business goals. Oversee expenditure of funds to maintain assets. Ensure compliance with federal, state, and local regulations related to roadway maintenance programs. Implement plans to effectively use resources to accomplish program goals. Investigate, resolve, and diffuse conflicts. Ensure that staff applies industry best practices in managing maintenance and operations program delivery. Develops and manages the Interstate"s pavement restorative program with the desired goal of improving the pavement"s life-cycle.Maintenance Equipment: Use and maintain assigned equipment resources to assure timely availability of equipment in support of maintenance program needs. Ensure agency standards for fixed assets are met and facilities are properly maintained. Oversee inventory and maintenance budget programs in accordance with agency policies and sound business practices to meet business goals. Oversee annual operational budget.Manage Resources and Business Functions: Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.Policies and Procedures: Develop and implement procedures, processes and best practices. Recommend new initiatives to improve operations.Program Management: Oversee and direct operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.Strategic Planning: Develop, implement and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.Teamwork and Representation: Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT"s position in assigned areas.Technical Guidance: Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.

Minimum Qualifications:
Ability to communicate effectively both orally and in writing with stakeholders at all levels.Ability to manage, coordinate, and direct roadway maintenance activities for a large-scale public service operation.Considerable knowledge of roadway maintenance programs and operations.Considerable knowledge of transportation engineering principles and practices.Knowledge of emergency response maintenance operations.Knowledge of federal, state transportation rules, regulations and policies as they apply to a roadway maintenance program.Knowledge of financial, human resources management principles and practices.Skill in building and maintaining effective relationships. Skill in developing and managing effective teams.Valid driver"s license.Working knowledge of lane closure procedures.
