QUALIFICATIONS: Graduation from high school and at least 3 years of experience in facilities maintenance, HVAC, plumbing, electrical systems, building automation systems, energy management systems, construction, or related mechanical trades; or an equivalent combination of education and experience. Associate''s degree in Facilities Management, Construction Management, Mechanical Systems, Business Administration, or a related field preferred.
Thorough knowledge of maintenance management principles and practices. Thorough knowledge of HVAC, plumbing, electrical, controls, energy management systems, and other building mechanical systems. Considerable knowledge of preventive maintenance programs, building codes, safety regulations, purchasing procedures, inventory control, and maintenance management software. Ability to plan, organize, direct, supervise, and evaluate the work of others. Ability to analyze operational data and make sound decisions regarding personnel, equipment, and resources. Ability to establish and maintain effective working relationships with employees, administrators, contractors, vendors, and the public. Ability to communicate effectively both orally and in writing.

REPORTS TO: Director of Operations
JOB GOAL: To provide leadership, supervision, and operational direction for the Mechanical Maintenance Division. Responsible for planning, organizing, directing, and evaluating maintenance operations; supervising personnel; managing resources; ensuring regulatory compliance; maintaining district building systems; and supporting schools through responsive, safe, and efficient maintenance services. The position serves as the operational leader of the Mechanical Maintenance Division and is accountable for workforce performance, customer service, budget stewardship, safety compliance, and the reliability of district facilities.
DUTIES AND RESPONSIBILITIES:
Plans, organizes, directs, supervises, and evaluates the activities of the Mechanical Maintenance Division.
Provides direct supervision to foremen, technicians, mechanics, and support personnel engaged in HVAC, plumbing, electrical, welding, controls, building automation, and related maintenance activities.
Establishes departmental priorities and coordinates daily work assignments to ensure the timely completion of preventive maintenance, corrective maintenance, emergency repairs, and service requests.
Monitors and evaluates work order completion, departmental productivity, response times, and customer service performance through the district''s maintenance management system.
Develops, implements, and monitors preventive maintenance programs designed to maximize equipment life, improve reliability, reduce downtime, and minimize operational disruptions.
Conducts inspections of maintenance work in progress and upon completion to ensure compliance with departmental standards, applicable codes, manufacturer recommendations, and accepted trade practices.
Investigates equipment failures, recurring maintenance issues, and operational concerns; identifies root causes and develops corrective actions.
Provides leadership, coaching, mentoring, training, and professional development opportunities for assigned personnel.
Participates in employee recruitment, selection, orientation, performance evaluations, disciplinary actions, corrective action plans, and workforce development initiatives.
Develops staffing recommendations and assists in workforce planning to ensure operational needs are met efficiently and effectively.
Maintains accountability for departmental vehicles, tools, equipment, inventories, warehouses, materials, and supplies.
Establishes inventory control procedures and monitors stock levels to ensure operational readiness while maintaining fiscal responsibility.
Coordinates procurement activities for materials, supplies, equipment, and services necessary to support maintenance operations in accordance with district purchasing requirements.
Assists in the development and administration of operational budgets and monitors expenditures to ensure responsible use of district resources.
Reviews operational expenditures and identifies opportunities for cost savings, improved efficiencies, and resource optimization.
Coordinates and supervises maintenance contracts, service agreements, and contractor activities associated with facility operations and maintenance programs.
Monitors contractor performance and verifies compliance with district standards, contract requirements, safety expectations, and applicable regulations.
Promotes and enforces compliance with OSHA regulations, environmental regulations, district safety procedures, and established safe work practices.
Conducts safety inspections, safety meetings, accident investigations, and training activities to maintain a safe working environment. Develops and maintains departmental standard operating procedures, work standards, and best practices.
Ensures compliance with federal, state, local, and district regulations governing maintenance operations.
Works closely with principals, administrators, and school personnel to identify maintenance needs and provide responsive customer service.
Coordinates maintenance activities with other district departments to support school operations and district initiatives.
Provides leadership during emergency situations including severe weather events, utility failures, mechanical failures, water intrusion events, natural disasters, and other facility-related emergencies.
Participates in emergency response planning, disaster recovery operations, and continuity of operations activities.
Prepares reports, maintains records, analyzes operational data, and provides recommendations to improve departmental performance and service delivery.
Represents the Mechanical Maintenance Division in meetings, inspections, operational reviews, and district initiatives as assigned.

PHYSICAL REQUIREMENTS:
Must be able to perform medium/heavy lifting exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or to 10 pounds of force constantly to move object.
Must be capable of climbing ladders, accessing mechanical spaces, traversing school campuses, and inspecting work performed in various environmental conditions.

Possession of a valid NC Driver's License.
