Description for Candidates
Assist the Residency Administrator or Engineer to ensure the coordination, integration, and management of VDOT resources impacting a residency program. May serve as the focal point for services and primary contact or liaison for local governments on activities that impact the local geographic region. Administer VDOT land development activities in assigned geographic region under the advisory authority of the District Land Use Director regarding land use policies, procedures, and guidelines. Manage resources and staff allocated to programs to accomplish objectives. Assist the Resident Engineer or Resident Administrator to ensure the management, coordination, and integration of VDOT resources impacting residency operations and programs. May serve as the primary contact or liaison for local governments related to program areas. Administers residency projects and manages resources and staff to accomplish residency objectives while serving as the responsible charge engineer for residency.
How You Will Contribute
Communications:
- Assist RA or RE in building and maintaining strong partnerships with stakeholders as government liaison.
- Communicate with stakeholders to provide appropriate and authoritative information about business plans and actions and receive feedback to achieve transportation goals.
- Participate in or conduct meetings with public agencies and citizen groups to disseminate or gather information.
- Represent VDOT district or residency perspective and business needs to committees, groups, and public forums.
- Participate in standing and ad-hoc committees and groups to represent and achieve district business needs and interests.
Emergency Operations
- Oversee training coordination and implementation of emergency action plans.
- Secure hired equipment and other emergency resources.
- Establish snow removal and emergency response plans.
Land Development
- Serve as the responsible charge engineer and primary point of contact for land development issues in the residency.
- Review and approve development plans for subdivision and site plans, rezoning applications, subdivision plats, and permit applications.
- Perform reviews of traffic studies, site geometrics, hydraulic analyses, utilities, and environmental impacts pertaining to land use and development.
- Provide input to local governments regarding rezoning applications and comprehensive plan amendments to meet local government deadlines and performance targets.
- Facilitate discussions on sensitive land development issues between locality, private, and VDOT staff.
- Work to resolve land development issues at the lowest level possible.
- Coordinate impacts to and changes in limited access right-of-way with affected parties as well as impacts to the interstate system which require FHWA approval.
- Provide feedback and guidance for land use applications to locality staff, engineering professionals, and citizens.
Residency Program Coordination and Delivery
- Assist the RA or RE in maintenance and operations program delivery to include building and maintaining strong partnerships with district staff to deliver the residency program.
- Administer maintenance budgets and projects to meet Dashboard targets.
- Develop and implement plans to use resources to accomplish program goals and objectives.
- Monitor operations and plans for environmental compliance on projects and activities within agencys control.
- Develop SYP priorities and program strategies with district staff.
- Work with district staff from different disciplines to provide local context and direction on project delivery and receive briefings on project scope and status.
- Review project or development plans and participate in project scoping and meetings and communicate with affected parties.
Safety Operations
- Oversee safety training and programs at the residency level.
- Implement VDOT safety policies and guidelines for the protection of agency staff and assets as well as the general public.

Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development.
Skill in building and maintaining effective relationships with employees, citizens, and public officials.

Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function.

Minimum Qualifications
Ability to communicate effectively orally and in writing with diverse audiences.
Degree in Civil Engineering or related field.
Experience applying civil engineering principles and practices to land development design, transportation construction, and maintenance projects.
Experience managing and directing activities related to staffing, budgeting, planning, prioritizing, scheduling, problem-solving, and training.
Experience with land use and development activities to include rezoning and public meetings.
Safety shoes required in the field.
Skill in developing and managing effective relationships with employees, citizens, and public officials.
Skill in the use of computers and software programs to include MS Office and engineering design software.
Valid Professional Engineers license.
Valid drivers license.
Additional Considerations
Progressively responsible engineering and land development experience in a diversified transportation program.
Progressively responsible experience managing a transportation maintenance program.
