Hiring Range: $88,678.00 to $144,102.00 Full Time or Part Time

Full-Time Additional Detail: Description for Candidates Manage roadway and transportation design projects related to traffic operations and oversee the inspection and acceptance of traffic signals. Supervise signal inspectors and work with consultant inspection personnel to manage regional signal installation and maintenance contracts and ensure construction quality. Oversee subordinate project managers and traffic engineering on-call consultant contracts. Supervise and train professional engineering and technical staff. Plan, develop, coordinate, and monitor activities of engineers responsible for the technical review, analyses, and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring, and directing work activities of staff and resources. Coordinate activities with management stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs.

How You Will Contribute

Communications:

  • Respond to technical inquiries from employees, the public, local government agencies, stakeholders, and other special interest groups.
  • Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.

Contracts:

  • Manage regional signal construction and maintenance contracts to ensure timely construction and on-budget with high quality.
  • Responsible charge engineer for signal construction.
  • Oversee signal construction inspection staff, both internal staff and contractor personnel.
  • Resolve field construction issues that cannot be addressed by Inspection staff.

Facilitate Section Improvement:

  • Suggest and lead the implementation of improvement opportunities for the section.
  • Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.

Leadership and Program Support:

  • Provide leadership and direction to assigned engineering team.
  • Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals.
  • Prepare and review technical reports.
  • Act as team and technical lead for projects and proposals.
  • Provides technical leadership to engineers and technical staff.
  • Provides recommendations on various technical aspects of assigned engineering program.

Management Reporting:

  • Prepare frequent management reports documenting staff task assignments, project status, and unresolved issues requiring management direction and decision.

Responsible Charge Engineer:

  • Fulfill duties as responsible charge engineer in compliance with policies, procedures, and the Code of Virginia.

Team Leadership:

  • Supervise team of engineers and technicians.
  • Assign projects and tasks, monitor work progress, and provide guidance.
  • Promote training and development opportunities.

  • Roadway and transportation design procedures and construction practices.

  • Various traffic engineering and related software systems and others such as CADD, IPM, Microsoft Office.

Minimum Qualifications

  • Considerable knowledge of roadway and transportation design procedures, construction practices, Automated Engineering Systems, engineering principles and practices, and agency policies and procedures.
  • Degree in Civil Engineering or related field.
  • Demonstrated ability to investigate and resolve design and construction issues.
  • Demonstrated ability to manage multiple projects simultaneously.
  • Experience in traffic engineering design and/or civil engineering and construction.
  • Extensive project and program management level experience.
  • Progressive experience in program or project management, including supervision of professional staff.
  • Proven ability to communicate effectively verbally and in writing and to establish and maintain effective working relationships with internal and external customers.
  • Proven negotiation skills.
  • Skill in the application of traffic engineering and civil engineering principles and practices.
  • Valid Professional Engineers license.

Additional Considerations

  • Contract Management experience.
  • Experience in traffic engineering design and/or civil engineering and construction.
