SummaryYou will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST (SHIPBLDG) in the NON-DESTRUCTIVE TEST DIVISION (CODE 135) of NORFOLK NAVAL SHIPYARD.ResponsibilitiesImprove work processes and utilize manpower and material resources effectively and efficiently.Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.Ensure that manpower and material expenditures are directly linked to program/mission objectives within approved budget levels, and positions and/or organizational structures promote efficiency and economy.Provide technical oversight and develop performance plans to evaluate work performance of subordinates.Adhere to EEO policies and ensure reasonable equity in determining qualifications, selections, assignments, training, promotions, details, and awards across the branch.Function as the subject matter expert on non‑destructive testing (NDT) program and procedures, providing assessments of the quality of product and services, and program effectiveness.RequirementsMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E‐Verify employment verification check.Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Must be able to travel on military and commercial aircraft for extended periods of time.Requires normal or corrected hearing and eyesight.Occasional visits to ships and other industrial work areas that require considerable walking, standing, or bending.Occasional exposure to physical and chemical agents such as fumes, dust, noise, heat, ionizing and non‑ionizing radiation, chemicals, etc.Must wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.Participate in medical surveillance programs as required.QualificationsYour Resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level.Experience applying knowledge of Quality Assurance principles and methods to support and provide oversight of naval ship repairs and overhauls.Experience performing work in all areas of the nondestructive testing program such as magnetic particle, liquid penetrant, eddy current, radiography, and ultrasonic testing and inspection.Experience analyzing and interpreting technical specifications, standards, manuals, plans, regulations and preparing technical NDT inspection procedures.Experience monitoring and evaluating the effectiveness of a quality assurance program within the division and developing new procedures for technical/policy changes to achieve program effectiveness.Experience planning and executing various types of complex projects and developing innovative solutions to resolve complex issues or problems.Additional qualification information can be found on the Office of Personnel Management website.EducationThere is no education substitution for the GS‑13 position.Additional InformationThis position is covered by the Department of Defense Priority Placement Program.Additional vacancies may be filled by this announcement.The position is a temporary promotion not to exceed one year and may be made permanent.#J-18808-Ljbffr
