WIC MIS Business Analyst Specialist (State WIC Experience Required)

Location: Austin, Texas (Remote within Texas)
Client: State of Texas
Job Type: Contract (C2C)
Experience Required: 12+ Years

Program Background

  • WIC: Special Supplemental Nutrition Program for Women, Infants, and Children

  • MIS: Management Information System

  • Supports transition of Texas MIS to WIC Electronic Benefit Transfer (EBT) system

  • Work closely with WIC Technology Administration leadership

Key Responsibilities

  • Lead development and implementation of WIC MIS requirements documentation project plan

  • Conduct detailed business analysis and gap analysis of current MIS system

  • Translate existing MIS functionality into documented system requirements

  • Coordinate gathering, documentation, and validation of business and system requirements

  • Track project milestones, risks, and issues; provide status reporting to leadership

  • Lead cross-functional teams including technical and non-technical SMEs

  • Prepare:

    • Functional & non-functional requirements

    • Risk analysis

    • Cost/benefit analysis

    • ROI and buy/build analysis

  • Ensure compliance with federal and state WIC regulations

  • Obtain stakeholder sign-off on requirements and priorities

Required Qualifications

  • 10+ years of Business Analysis experience

  • 5+ years working with government regulations or compliance frameworks

  • 5+ years of Project Management experience

  • 5+ years leading teams or workgroups

  • Experience with large-scale IT systems

  • Strong expertise in:

    • Requirements elicitation & documentation

    • Business process reengineering

    • Gap analysis

    • Regulatory translation into system requirements

    • Stakeholder negotiation & conflict resolution

  • Experience gathering MIS requirements in large organizations

  • Experience creating solicitation or contract requirements

  • Bachelor’s degree in Business, Computer Science, MIS, or related field

Mandatory Experience

Previous work experience with any State WIC Program
Successfully completed implementation of major State WIC program(s)
Experience working on WIC MIS systems

Preferred Certifications

  • PMI-PBA (Project Management Institute – Professional in Business Analysis)

  • IIBA CBAP (Certified Business Analysis Professional)

Work Environment

  • Remote role (Must reside and work within Texas)

  • Works under limited supervision

  • Significant independent judgment and leadership responsibility
