Job Title: Technical Project Manager / Business Data Analyst - 15+ years of experience

Location: Austin, TX - (Hybrid- Local candidates Only)

We are currently seeking candidates who meet the following qualification

• Experience in Project Management, Business Analysis, and enterprise-scale data management projects
• Experience managing Agile projects within state or federal government environments or similar large-scale organizations
• Strong experience working as a liaison between Business teams and IT teams including Architecture, Project Delivery, and Application Support
• Proven experience as a Data Analyst with the ability to analyze raw data and generate meaningful insights
• Strong Business Analysis experience including requirements gathering, documentation, and translating business needs into technical solutions
• Experience supporting healthcare analytics/reporting platforms or similar data-driven environments preferred
• Ability to review, analyze, and evaluate business systems and user needs to align with overall business strategies
• Expertise in business process mapping, process reengineering, and identifying technology solutions to improve business efficiency
• Experience preparing solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy vs build decisions
• Strong documentation skills including writing detailed functional requirements, user stories, and system specifications
• Experience performing Quality Assurance (QA) activities including test planning, validation, and defect tracking
• Hands-on experience serving as Scrum Master, leading Agile ceremonies such as sprint planning, stand-ups, retrospectives, and backlog grooming
• Responsible for project status reporting, stakeholder communication, and leading cross-functional meetings with business and vendor teams
• Ability to manage project scope, schedule, budget, risks, and deliverables independently
• Experience working with tools such as Jira or similar project management and tracking systems
• Familiarity with Texas Project Delivery Framework (TPDF) deliverables and processes is strongly preferred
• Strong leadership, communication, and stakeholder management skills with the ability to work in complex environments
• PMP Certification is highly preferred; Agile certifications such as Certified Scrum Master (CSM) or PMI-ACP are a plus
• Ability to perform multiple complex tasks independently with a high degree of creativity and problem-solving capability
