The Mission: We are seeking a high-authority Senior Site Manager of HSE Governance to serve as the ultimate "Owner’s Representative" for a landmark multi-billion dollar manufacturing expansion. This is not a sustaining safety role; it is a mission-critical leadership appointment responsible for the integrity, compliance, and life-safety strategy of a premier high-tech production campus.
Operating from our Tempe and Peoria, AZ sites, you will bridge the gap between heavy industrial construction and the launch of a world-class, automated manufacturing facility. You are the gatekeeper of our "Zero-Harm" commitment and the strategic lead for all environmental and occupational health initiatives.
Key Areas of Influence
1. Strategic Governance & Owner’s Representation
Project Stewardship: Serve as the primary HSE liaison between Executive Ownership and General Contractors, ensuring that the 1,000+ person construction site adheres to the highest global safety standards.
Risk Mitigation: Proactively identify and resolve safety-related bottlenecks that could impact the multi-year project schedule or regulatory standing.
Unified Leadership: Direct a multidisciplinary team of specialized engineers (Fire Protection, Telecommunications, Utilities) to ensure safety is integrated into the site’s "Digital Nervous System."
2. Environmental & Regulatory Command
Permitting & Legal: Navigate and interpret complex federal, state, and local laws. Manage Title V Air Permits, Dust Control, and Stormwater plans (SWPPP) for a massive industrial footprint.
ISO 45001 Stewardship: Lead the end-to-end implementation and maintenance of the ISO 45001 Management System, ensuring the facility is audit-ready from day one.
Hazardous Materials: Oversee the lifecycle of chemical handling, waste characterization, and environmental remediation strategies.
3. Operational Excellence
Cleanroom Readiness: Partner with Engineering to validate the safety parameters of cleanroom utility equipment and high-purity process systems.
Emergency Response: Establish and command the site’s Incident Management System, including spill response, fire safety protocols, and crisis communication.
Safety Culture: Architect and deploy enterprise-level training programs that empower every employee and contractor to stop work if safety is compromised.
The Professional Profile
The Expertise:
Educational Foundation: Bachelor’s Degree in Engineering, Occupational Health, or Environmental Science.
Proven Tenure: 10+ years of HSE leadership with significant experience as an Owner’s Rep or CMA (Construction Management Agent) on "Mega-Projects" ($1B+ CAPEX).
Industry Context: Deep experience in high-consequence environments, such as Semiconductor, Data Center, or Advanced Energy sectors.
Regulatory Mastery: Robust knowledge of OSHA, NFPA, RCRA, and EPA standards.
Technical & Physical Assets:
Credentials: CSP (Certified Safety Professional), NEBOSH, or CHMM preferred. Experience with FEMA Incident Command (100/200/300) is highly valued.
Field Capability: Ability to navigate an active industrial construction site, climb ladders, work at elevations, and maintain medical qualification for respirator use.
Communication: The "Gravity" to brief C-suite executives on risk metrics while effectively directing specialized trade contractors in the field.
