Job Function
The Senior Human Resources Manager will serve as the strategic HR business partner to all AMCA staff, providing leadership, guidance, and oversight for all human resources activities. Reporting to the Executive Director, this role is accountable for shaping and executing the HR strategy that supports business performance, talent development, workforce planning, and an engaged, high performing culture. 

This leader will manage and participate in planning, developing, recommending, and implementing human resources policies, procedures, and programs. 

Job Responsibilities
  • Manages and directs staffing activities to ensure the availability of qualified candidates; oversee recruitment strategies to attract, develop, and retain toptalent; ensure a strong employer brand and positive candidate experience.
  • Administers performance appraisal programs to ensure effectiveness, compliance, and equity.
  • Ensures compliance with legal requirements and government reporting regulations affecting Human Resources functions; confirms that policies, procedures, and reporting remain compliant.
  • Develops, recommends, and implements personnel policies and procedures; maintains the employee handbook and related documentation.
  • Maintains compliance in the management of electronic and paper personnel files for employee transactions such as hires, promotions, transfers, performance appraisals, and terminations.
  • Responsible for employee relations counseling, issue resolution, and exit interviews; advises management on appropriate resolutions.  Manage complex employee relations matters, ensuring compliance with employment laws, promoting fairness, and maintaining a positive workplace culture.
  • Implements and administers compensation programs to ensure internal equity and external competitiveness; updates job descriptions as needed; conducts salary surveys and compensation analyses.
  • Manages and administers benefit programs in accordance with company policies and procedures; responds to benefits-related inquiries; actively participates in annual open enrollment communications, transactions, and audits.
Education and Experience
  • Bachelor's degree in Human Resource Management or a related field from a four-year college or university.
  • A minimum of 5-7 years of experience in Human Resources.
  • Proficiency with a variety of computer software applications, including word processing, spreadsheets, databases, and presentation software; HRIS experience preferred (Paycor).
  • Ability to read, analyze, interpret, and comply with policies, procedures, governmental regulations, and employment laws; requires broad technical knowledge of human resources laws and regulations, along with strong interpersonal and communication skills.
