Job Summary Heartland Consulting is seeking a skilled Software Development Task Leader to lead analysis and development efforts for key segments of a U.S. Army training models project, with a focus on predictive modeling, software development, and system design. In this leadership role, you will manage senior analysts, drive technical deliverables, and oversee documentation and certification processes to achieve Authority to Operate (ATO) for Pentagon-hosted applications, including Tenant in Good Standing (TiGS) via Tenant Security Plan (TSP).

Responsibilities

  • Lead analysis and development for critical project segments in predictive modeling and software solutions.
  • Control and manage the efforts of senior analysts engaged in analysis, system design, and software development activities.
  • Develop and submit comprehensive documentation for Pentagon-hosted applications to achieve Tenant in Good Standing (TiGS) through Tenant Security Plan (TSP) submissions for Authority to Operate (ATO).
  • Ensure compliance with Army certification standards and processes throughout the software lifecycle.
  • Collaborate with team members and government stakeholders to deliver high-quality, secure, and efficient predictive modeling tools aligned with Army force structure and resource management objectives.

Requirements

  • Bachelor's degree in a relevant field (e.g., Computer Science, Software Engineering, Information Technology, Business, or related discipline).
  • 10+ years of experience in predictive modeling using core application languages and development frameworks.
  • Demonstrated experience working with Army force structure and cost data in modeling or analytical contexts.
  • Experience operating at CMMI-Dev Level 3 or higher maturity processes.
  • At least 3+ years of hands-on experience with Army certification processes, including Certificates of Networthiness (CoNs) and related ATO pathways.
  • Thorough knowledge and hands-on skill with project applications including cTRM, BLTM, cITRM, cATRM, and cMRM.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
  • COMPO-specific Army experience, along with strong familiarity with Army doctrine and reserve component acronyms.
  • Must be a U.S. citizen and currently possess (or be eligible to obtain and maintain) a Secret clearance (required at award).

Preferred Qualifications

  • Experience leading software development teams in DoD or Army environments, particularly with predictive analytics, data modeling, or training resource applications.
  • Familiarity with modern software development practices, secure coding, and cloud/on-premise integration for federal systems.
