Job Summary

We are seeking a Subject Matter Expert (SME) Oracle APEX Developer to join the ESA V program in Washington, DC. This role requires a personable and articulate individual who can effectively meet customer needs. The successful candidate will be a self-starter capable of working independently with limited supervision. Excellent communication skills are essential for interfacing with customers, understanding requirements, and translating them into actionable solutions.

Primary Responsibilities

  • Support the full lifecycle development of custom Oracle Applications using the Oracle APEX toolset under the direction of the program manager.
  • Utilize advanced features of Oracle APEX 21 and above.
  • Work with Oracle Integrated Development Environments such as Quest Toad and Oracle SQL Developer.
  • Design and dynamically manipulate web content using JQuery, Ajax, JavaScript, CSS, and HTML.
  • Create dynamic reports within the Oracle APEX environment.
  • Provide advanced support for Oracle Database products version 11 and above.
  • Support Oracle database objects, including tables, indexes, directories, sequences, and triggers.
  • Utilize PL/SQL, Java, Windows PowerShell, and Unix shell scripting, with familiarity in built-in PLSQL packages and procedures.
  • Manage storage, retrieval, and manipulation of unstructured data (BLOBs, CLOBs, JSON, XMLType) in an Oracle environment.
  • Integrate and manage BI Publisher templates and web services.
  • Analyze existing Oracle Forms applications and design migration strategies to scalable and secure web applications using Oracle APEX.
  • Develop APIs and connections to external applications.
  • Deliver enterprise-level workflow-centric applications.
  • Build logical functions and algorithms to automate business processes.

Basic Qualifications

  • BS degree with 12–15 years of relevant experience or a Master's with 10–13 years of relevant experience. A Doctorate in a technical domain may be considered. Additional experience may be considered in lieu of a degree.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a public trust security clearance.
  • Experience with secure network programming in an Oracle environment, including the use of security certificates and HTTPS callouts.
  • Experience with the full lifecycle development of custom Oracle Applications, including the Oracle APEX toolset.
  • Proficiency with Oracle Integrated Development Environments such as Quest Toad and Oracle SQL Developer.
  • Experience with JQuery, Ajax, JavaScript, CSS, and HTML.
  • Experience with PL/SQL, Java, Windows PowerShell, and Unix shell scripting.
  • Experience with storage, retrieval, and manipulation of unstructured data (BLOBs, CLOBs, JSON, XMLType) in an Oracle environment.
  • Experience establishing goals and meeting project plan objectives.
  • Experience with data migration tools and techniques.
  • Ability to write and maintain system documentation on work products.
  • Excellent communication and teamwork skills.
  • Agile development experience.
  • Customer interface experience.

Preferred Qualifications

  • Experience with Oracle Database products version 11 and above.
  • Experience with Oracle Forms and Reports version 10G or higher.
  • Experience with Oracle APEX 4.0 and above.
  • Experience troubleshooting operational issues.
  • Government contracting experience, particularly with the Department of Justice (DOJ).
  • Current DOJ Clearance.

Schedule

This position requires being onsite five days a week in the Washington, DC metro area at one of the primary customer locations.
