Job Overview
The Senior Telecommunications Specialist will lead the implementation and ongoing management of the Telecom Expense Management (TEM) program, overseeing the full lifecycle of telecom and internet services across hundreds of offices and construction sites. This role brings structure, transparency, and cost control to enterprise connectivity, ensuring accurate billing, optimized services, and strong vendor governance.
Key Responsibilities
TEM Platform Implementation & Integration
• Lead deployment and configuration of the TEM platform to manage fixed, cellular, satellite, and wireless services
• Migrate existing billing and inventory data into the TEM system
• Partner with internal teams to automate invoice ingestion, validation, and payment workflows
• Establish standardized approval and reporting processes

Circuit Lifecycle Management
• Manage the end-to-end lifecycle of telecom services: sourcing, ordering, provisioning, optimization, and disconnection
• Coordinate timely setup and disconnects for all offices and construction sites
• Maintain accurate inventory of circuits, bandwidth, vendors, and contract terms
• Track upgrades, suspensions, and demobilizations
• Oversee telecom-related hardware (MiFis, Cradlepoints, cellular-enabled tablets)

Invoice Management & Financial Oversight
• Collect, standardize, and validate telecom invoices each billing cycle
• Identify billing discrepancies, overcharges, and missed disconnects
• File and track disputes to recover credits
• Identify cost-saving opportunities through plan consolidation and service optimization
• Maintain full audit trails for payments and adjustments

Vendor & Stakeholder Coordination
• Serve as primary liaison with national and regional carriers and local ISPs
• Coordinate short- and long-term connectivity solutions based on project needs
• Negotiate pricing, SLAs, and contract terms
• Align telecom management practices with enterprise financial strategy

Reporting & Business Intelligence
• Develop dashboards and executive summaries to track spend, trends, and forecasts
• Support annual budgeting and forecasting for telecom services
• Produce KPIs such as cost per facility, uptime, SLA performance, and dispute recovery

Required Qualifications
• Bachelor’s degree in Engineering Technology or related field
• 7+ years of telecommunications engineering experience (consulting preferred)
• 3–5 years of experience in Telecom Expense Management, network procurement, or IT asset management
• Hands-on experience with TEM platforms (Brightfin, Calero, Tangoe)
• Strong understanding of telecom billing, circuit provisioning, and mobile data management
• Proven experience coordinating with multiple vendors and internal teams
• Strong data analysis, cost validation, and process standardization skills
• High attention to detail with strong organizational skills
• Proficiency in Excel; familiarity with ERP or financial systems preferred
• Strong negotiation and communication skills
• Comfortable leading process improvement in large organizations
• 7+ years of telecommunications engineering experience (consulting preferred)
• 3–5 years of experience in Telecom Expense Management, network procurement, or IT asset management
