Senior Technical Specialist/Business Systems Analyst -Tester (Ref: 5591)

• Minimum 10 years of experience serving in a Business Analyst, Systems Analyst, Quality Assurance Analyst, Tester, or similar role supporting enterprise application projects.
• At least 10 years of experience leading requirements gathering, business analysis, system analysis, and functional design activities for complex enterprise systems and sub-systems.
• Demonstrated experience facilitating Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions with business users, developers, testers, and technical stakeholders.
• Proven ability to elicit, analyze, document, validate, and manage business requirements, functional requirements, and system design artifacts.
• Experience creating and maintaining key project documentation, including Business Requirements Documents (BRDs), Functional Requirements Specifications (FRS), process flows, use cases, design documents, and Requirements Traceability Matrices (RTM).
• Strong experience translating business needs into clear, testable functional requirements and ensuring alignment between business objectives and technical solutions.
• Minimum 8–10 years of experience supporting testing and quality assurance activities for enterprise applications, including test planning, test scenario development, test script creation, test execution, and defect tracking.
• Demonstrated experience executing functional, system, integration, regression, and user acceptance testing (UAT) for complex application enhancements and change requests.
• Experience documenting, tracking, and managing defects through resolution, and collaborating with developers, testers, and business teams to support defect triage and issue resolution.
• Ability to develop, compile, and present test results, testing summaries, and defect reports for stakeholder and management review.
• Experience providing implementation support for system enhancements, releases, and production issue resolution.
• Proven experience working on financial systems, including systems supporting accounting, benefits administration, payroll, billing, investments, pensions, or other finance-related business functions.
• Strong understanding of business processes, controls, and data flows within financial or pension-related enterprise environments.
• Experience working within government, public sector, or highly regulated environments is highly desirable.
• Familiarity with public sector project delivery practices, governance, documentation standards, and stakeholder review processes is preferred.
• Demonstrated ability to collaborate effectively with cross-functional teams, including business units, program staff, architects, developers, testers, project managers, and support teams.
• Strong verbal and written communication skills, with experience presenting requirements, design concepts, testing outcomes, and issue analyses to both technical and non-technical audiences.
• Experience supporting knowledge transfer activities through documentation, walkthroughs, cross-training sessions, job shadowing, and lessons learned reviews.
• Ability to produce thorough and maintainable documentation that supports operational continuity, future enhancements, and support transitions.
• Experience documenting best practices, standard procedures, and lessons learned as part of project closeout and transition activities.
• Strong analytical, problem-solving, and organizational skills, with the ability to manage multiple tasks and priorities in a structured project environment.
• Experience using industry-standard tools for requirements management, testing, and defect tracking, such as Jira, Azure DevOps, HP ALM, ServiceNow, or similar platforms.
• Bachelor’s degree in Information Technology, Computer Science, Business Administration, Management Information Systems, or a related field is preferred.

• Experience supporting pension administration, retirement systems, or large-scale financial enterprise systems.
• Prior experience with CalPERS, CalSTRS, State of California, or other public retirement/government agencies.
• Experience in requirements traceability, test management, and change request documentation for large public sector modernization efforts.
• Familiarity with knowledge transfer best practices in long-term support and maintenance environments.
• Relevant certifications such as CBAP, CCBA, PMI-PBA, ISTQB, CSM, or CSPO are desirable.
