Job Title: Senior Security Programs Specialist -Access Authorization /Fitness for Duty
Type: Long term Contract
Compensation: $84 - $135 hourly
Contractor Work Model: Remote

System One is seeking an experienced Senior Security Programs Specialist – Access Authorization (AA) & Fitness for Duty (FFD) to support nuclear security program development and implementation. This position will serve as a senior subject matter expert (SME) supporting the Security Programs Supervisor in establishing and implementing compliant Access Authorization and Fitness for Duty programs across construction, fuel delivery, and operations phases.

The role will ensure programs meet NRC regulatory requirements, industry standards, and operational readiness needs while also providing mentorship and technical guidance to program leadership and reviewing officials.

This position is remote and reports directly to the Site Security Manager.

Key Responsibilities

Program Leadership & SME Support

  • Serve as the lead subject matter expert for Access Authorization (AA) and Fitness for Duty (FFD) programs, including applicable regulations and industry guidance.

  • Develop and implement program roadmaps across construction, fuel delivery, and operational phases.

  • Translate 10 CFR regulations (including Part 26), NRC guidance, and NEI standards into compliant policies, procedures, and site controls.

  • Provide mentorship and knowledge transfer to the Security Programs Supervisor and Reviewing Officials.

Program Development & Implementation

  • Provide subject matter input into the design and implementation of Badging, Access Authorization, FFD, and Safeguards Information areas to ensure regulatory compliance.

  • Support development of training programs and communications for AA, FFD, behavior observation, and fatigue management programs.

  • Assist with the development and implementation of records management processes for AA and FFD programs.

Compliance & Regulatory Support

  • Assist with security program audits, assessments, and regulatory compliance activities.

  • Support preparation for and participation in NRC inspections and follow-up activities.

  • Review correspondence to and from the Nuclear Regulatory Commission (NRC) as requested.

Program Oversight & Collaboration

  • Provide support during periods of high staffing volume during program implementation.

  • Collaborate with cross-functional teams to ensure successful integration of security programs.

  • Promote a culture focused on performance excellence, safety, compliance, and teamwork.

Required Qualifications

  • Bachelor’s degree and 15+ years of nuclear security, Access Authorization, or Fitness for Duty program experience, including at operating nuclear facilities
    OR

  • 20+ years of nuclear security program experience with progressive leadership responsibilities

  • Demonstrated experience implementing 10 CFR regulations (including Part 26) and NEI guidance at operating nuclear power plants.

  • Proven experience interfacing with the NRC during inspections and regulatory follow-up activities.

  • Strong experience in program governance, regulatory compliance, and nuclear security program implementation.

  • Advanced technical writing, audit leadership, stakeholder engagement, and program management skills.

  • Ability to manage multiple complex initiatives with minimal supervision.

  • Proficiency with Microsoft Office, Adobe tools, and records management systems.

  • Familiarity with access control and badging platforms.

Preferred Qualifications

  • Participation in NEI task forces, steering committees, or nuclear industry working groups.

  • Experience contributing to published NEI guidance documents.

  • Familiarity with current nuclear industry security trends and regulatory developments.
