Job Description

The Naval Nuclear Laboratory (NNL) is seeking an experienced and motivated Project Analyst to join the Bettis Laboratory Site (BLS) Component Test Engineering subdivision. In this role, you'll play a critical part in integrating construction, testing, operations, and engineering to ensure seamless execution across the Control Drive Mechanism Test Facility (CDMTF), Hot Quiet Test Facility (HQTF), and the Large Component Test Facility (LCTF).

 

As a Senior Project Analyst, you will: 
•    Coordinate investment construction projects, including planning estimates and budget confirmations. 
•    Develop and maintain integrated critical path, resource, and cost-loaded project schedules to identify and address resource conflicts. 
•    Prepare and analyze project budgets, costs, manpower estimates, and actual expenditures for individual projects and the Design Engineering portfolio. 
•    Support project performance management by developing and reporting metrics, assessing baseline changes, preparing performance assessments, and coordinating approvals. 
•    Manage and report on project risks, while recommending mitigation strategies to ensure successful outcomes.

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university and a minimum of 6 years of relevant experience; or Master's degree from an accredited college or university in a related field and a minimum of 4 years of relevant experience.

Preferred Skills

Scheduling and Project Tools: Advanced proficiency in Primavera P6, MS Excel, and MS Project (or equivalent), with experience managing complex schedules for large-scale projects. 

Financial Systems: Experience with Smart View, Oracle Hyperion, or similar financial tools, including forecasting, variance analysis, and reporting. 

Project Controls Expertise: Strong background in project budget planning, cost and schedule tracking, statistical analysis, and performance reporting. 

Communication & Collaboration: Excellent written and verbal communication skills, able to manage multiple priorities and lead integrated project teams toward cost and schedule goals. 

Technical Insight: Understanding of engineering workflows, construction management, and earned value management (EVM). 

Preferred Experience: Background in large technical projects or laboratory/testing environments is a plus.

Pay Range

$77,900.00 - $119,300.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
