POSITION TITLE: Senior Manager, Permitting

POSITION OVERVIEW:

ADB is seeking a Senior Permitting Manager to provide strategic and operational support to the permitting team within Engineering. This role proactively manages client-specific performance goals, develops permitting talent and technical capability, standardizes permitting data and processes, and partners closely with Project Management and Engineering leadership to drive schedule adherence and margin performance. The ideal candidate brings a proven track record of leading a client-centric, data-driven, and scalable permitting team; with a strong work ethic and an ALL IN mindset to drive results.

ROLES AND RESPONSIBILITIES:

  • Proactively manage client-specific permitting performance goals, ensuring alignment with contractual commitments, project schedules and financial targets
  • Serve as a senior point of escalation for complex or high-risk permitting challenges, ensuring timely resolution and minimal impact to project delivery
  • Establish clear service-level expectations, metrics and accountability across permitting workflows
  • Lead, coach, and develop a high-performing permitting organization with a strong emphasis on technical proficiency, ownership and continuous improvement
  • Establish clear role expectations, performance standards, and build training/development plans to strengthen permitting expertise and operations across the team
  • Own the centralization and standardization of permitting data, tools, and reporting to improve visibility, forecasting and decision-making
  • Partner with internal stakeholders to improve data accuracy, reporting cadence, and performance transparency
  • Evaluate subcontractor utilization and reduce reliance where financially advantageous, balancing cost quality and scalability
  • Align directly with Project Managers and Engineering leaders to drive schedule performance, mitigate risk and protect project margins
  • Act as a strategic partner in pre-construction planning, bid support and execution strategy
  • Support scalable growth by aligning permitting capacity with business demand across rate card and bid work
  • Serves as a leader for a team and/or department, responsible for people management, production, performance, quality, training, etc.
  • Creates and drives team KPI’s to contribute to the overall department and team Scorecard Success
  • Upholds ADB’s safety culture, leads by example and drives the philosophy of ZERO throughout the entire organization
  • Perform additional responsibilities as needed

WORK ENVIRONMENT:

  • Regularly works out of a controlled office environment; this role routinely uses standard office equipment such as laptop computers, copy machines, and smartphones
  • Will visit construction project sites; required to wear common PPE and safety equipment such as safety glasses, hard hats, safety vests, steel toed boots, etc.

EXPERIENCE AND EDUCATION:

  • 5-7+ years of experience in Project Management, Permitting, or Engineering within the utility construction industry required
  • 3-5+ years leading people and processes within a department required
  • High School Diploma or equivalent required
  • Valid Drivers license with the ability to travel nationwide is required

The starting pay for this position is $80,000 annually and may vary based on the candidate's skills, experience, and qualifications.
