Senior Manager of Human Resources Operations

Position Summary:

 The Senior Manager of Human Resources Operations assists in management of the administration of the Human Resources Department, while supporting the agency’s strategic and business plans, and ensuring agency compliance with all applicable federal, state, and local employment laws and regulations.  The role also oversees the facilities management of the office. An important part of this position is to provide a proactive interface between the management, internal customers and human resource staff to ensure effective delivery of human resource services. 

Major Responsibilities:

  • Collaborates with Chief Human Resources Officer (CHRO) on executing the Agency’s strategic and business plans.
  • Advises and consults with the CHRO in all areas of employee relations including, but not limited to, employee benefits and other employment-related legal issues.
  • This role serves as the second-in-command for HR function and fills in as lead of Human Resources Department in the CHRO’s absence.
  • Responds to management and employee inquiries related to Agency policies and procedures and acts as appropriate.
  • Handles administration for payment of bills for Agency sponsored benefits including medical; dental; group term life insurance; 403(b) plan; 403b audit, flexible spending account; health savings account; long term disability; voluntary short-term disability, life insurance; NYS short term disability, and vision insurance.
  • Oversee the management of the facilities in the office including but not limited to the selection of and working with vendors, ensuring signage in office is updated, ensuring the office remains clean and safe, and additional maintenance related functions.
  • Cultivates and implements positive relationships with other departments to ensure the effective definition and delivery of HR services. Demonstrates strong interpersonal skills during interactions with internal and external customers.
  • Assists in the preparation of annual benefits packages(annually) and providing market assessment for salaries and benefits (every two years) for all SYB colleagues.
  • Leads a QI colleague survey, and develops a corresponding action plan, on an annual basis.
  • Facilitate leadership development programs for colleagues on an annual basis.
  • Works collaboratively with other departments to develop, promote, and implement consistent HR-related policies, procedures, and systems across the agency.  Provides proactive HR counsel and services as needed.
  • Recommend changes in policies, procedures, systems, and benefits.
  • Monitors and assures agency compliance with all applicable federal, state and local statutes, regulations and ordinances in the areas of labor and employment, including personnel files.
  • Supports Say Yes Buffalo committees as needed, including Self-Care, Racial Equity & Inclusion, Birthday Club, and more.
  • Participates and contributes to program Quality Improvement process.
  • Participate in developing department goals, objectives and systems.
  • Maintain positive working relationships with program staff and others within the agency.
  • Models and practices sensitivity, fair treatment and acceptance of diversity in all interpersonal interactions.
  • Perform other related duties, as required and assigned.

Minimum Requirements:

  • Bachelor’s Degree in HR, business, or related field or equivalent combination of education and HR experience.
  • Minimum of two (2) years of progressive Human Resources experience, including HR operations (benefits, HRIS, vendor and facilities coordination). Non-profit experience a plus.
  • Leadership and/or supervision experience.
  • Exceptional attention to detail; able to build and enforce checklists, catch errors before they escalate, and ensure “right and tight” execution across HR operations.
  • Demonstrated ability to take full ownership of outcomes (not just tasks) and bring well-thought-out options and recommendations to leadership.
  • Ability to exercise sound judgment and make decisions in a manner consistent with the agency’s objectives and policies.
  • Knowledge of the principles and practices of a broad spectrum of HR areas.
  • Ability to present and promote HR initiatives and programs at all levels within the agency, including senior management.
  • Ability to lead employees from various departments and outside consultants/vendors to achieve positive agency results.
  • Highly organized self-starter with the ability to work independently
  • Strong analytical, interpersonal, coaching and conflict resolution skills.
  • Computer skills including working knowledge of Microsoft Office. 
  • SHRM or HRCI professional certification a plus.
  • Valid NYS Driver’s License
