THE OPPORTUNITY

The Senior GIS Applications Analyst plays a key role in supporting and enhancing the City of Moreno Valley’s enterprise GIS environment. Under general supervision, this position performs advanced-level GIS applications analysis, programming, configuration, and administration across multiple systems and platforms. The role collaborates closely with internal departments to design, develop, and deliver customized GIS solutions that support citywide planning, infrastructure, and public service initiatives. Responsibilities include developing and maintaining GIS databases and applications, providing tier-two technical support, managing web-based GIS content, performing data modeling and system integration, and preparing detailed technical documentation. The Senior GIS Applications Analyst works with a high degree of independence, may lead GIS projects, and provides technical guidance to GIS Analysts and other team members.

IDEAL CANDIDATE

The ideal candidate is an experienced and innovative GIS professional who excels in both technical depth and collaborative problem-solving. They have a strong background in GIS application development, systems administration, and programming, along with the ability to translate business needs into effective geospatial solutions. They are comfortable managing complex projects, prioritizing multiple tasks, and working independently while maintaining strong communication with cross-departmental clients. The ideal candidate is proficient with ESRI technologies, skilled in database management and systems integration, and stays current with emerging GIS tools and best practices. Experience with City enterprise systems such as Accela, Laserfiche, New World ERP, AutoCAD, or similar platforms is highly desirable. This individual is a resourceful team player who values accuracy, innovation, and high-quality service to internal and external stakeholders.

MINIMUM AND DESIRABLE QUALIFICATIONS
A bachelor’s degree in information systems, information technology, geography, computer science, engineering, or a closely related field.
A minimum of five (5) years of progressively responsible experience in GIS applications analysis, programming, and systems administration is required, including experience leading projects or coordinating cross-functional GIS initiatives. Three years' experience with software systems currently used by the City, such as Accela Civic Platform, ePermitHub, New World ERP, Laserfiche, Active Net, Chameleon, Microsoft 365, MinuteTraq, Adobe Creative Cloud, AutoCAD, and MPulse is highly desired.

Technology Services is responsible for the centralized design, maintenance, security and support of the City’s communication infrastructure, computer network, telephone/radio systems, and applications to ensure the continued viability and sustainability of citywide technology assets, including computer hardware, software, networks, telecommunications, and audio/visual equipment.
