This position works exclusively onsite in Newport, WA, on a 4-10 schedule Monday through Thursday.

The Senior Engineering Designer, fulfills a functional role of Engineering CAD Design and Engineering Documentation Control.  This senior technical specialist is responsible for advanced engineering drawing development, maintenance, and release while also providing stewardship of the District’s engineering document control systems.

 

This position supports substation expansion, hydro generation, transmission, and distribution capital projects through detailed engineering drawing production, disciplined revision control, and long-term record integrity. The role serves as the configuration control authority workflow owner for engineering drawing updates, ensuring consistency, compliance, and infrastructure accountability.  In this latter role, they will be responsible for championing the discipline of Engineering Document Management, which may include the identification and development of new tools and processes.   

 

This is a non-supervisory role with high independent responsibility. Work location is Newport, Washington.

Essential Functions:

Engineering Design & Drawing Production

Develop detailed electrical and mechanical drawings supporting electric utility infrastructure.

 

Produce, revise, and maintain:

  • One-line and three-line diagrams
  • Substation layouts
  • Protection and control schematics
  • Transmission and distribution construction drawings
  • Hydro facility mechanical and electrical drawings

 

Incorporate field redlines and maintain accurate as-built documentation.  Prepare drawing packages to support procurement, construction, commissioning, and capital project execution.  Coordinate drawing updates during construction and post-construction activities to maintain configuration accuracy.

Document Control & EDMS Stewardship

  • Establish and maintain disciplined drawing naming conventions, indexing structures, and revision control standards.
  • Serve as the configuration control authority workflow owner for engineering drawing updates.
  • Lead implementation and ongoing management of structured Engineering Document Management practices.
  • Ensure integrity, traceability, and accessibility of engineering archives.
  • Coordinate intake, review, and standardization of consultant drawing deliverables.
  • Ensure compliance with IEEE, NEC, NESC, and District engineering standards.
  • Support integration of drawing records with GIS, SCADA, and asset management systems as applicable.

 

Standards & Process Development

  • Develop and maintain drawing templates, title blocks, metadata standards, and documentation workflows.
  • Create and document procedures governing drawing revisions, archival management, and as-built record updates.
  • Support engineering compliance reviews and internal technical audits.
  • Champion consistency and technical discipline across engineering projects and departments.

Requirements

Education, Experience, & Training Required

Minimum Qualifications

  • Eight (8) or more years of CAD design experience in electric utility, industrial power, or infrastructure environments.
  • Advanced CAD proficiency.
  • Demonstrated experience preparing electric power one-line and three-line diagrams.
  • Experience managing revision control and as-built documentation.
  • High degree of accuracy and attention to detail.
  • Ability to work independently with strong organizational discipline.

Preferred Qualifications

  • Electric utility experience strongly preferred.
  • Experience supporting substation construction environments.
  • Experience with hydroelectric facilities.
  • Familiarity with IEEE, NEC, and NESC standards.
  • Experience implementing structured document control or Engineering Document Management systems.
  • Associate’s or Bachelor’s degree in Engineering Technology or related field preferred.

Physical Requirements

  • Most working time is sedentary in nature, or standing/walking primarily in a controlled office environment. Occasional trips to other District work sites and other locations for project work, meetings, training, etc.
  • Physical activity includes standing, walking, reaching, fingering, grasping feeling, talking, hearing, and repetitive motion of the wrists, hands, and fingers.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eye
  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
  • There is occasional exposure to hazards or risk of injury that are primarily protected against or predictable.
  • Typically requires use of one of more senses of medium intensity and long duration.
  • Under regular pressure to meet deadlines, perform tasks with a high degree of accuracy, process a large volume of work and resolve issues related to business needs of the District.

This position is non-exempt (hourly) within grade 9: entry $38.09 | target $46.78 | premium $55.47. Actual rate is based on qualifications and experience.
