Safety HSE Officer (Health, Safety and Environment)

Special Federal Project – Fort Buchanan - Guaynabo, Puerto Rico
Project Duration: Approximately 9 months
Work Schedule:

• Regular Season: 3:30 PM – 10:30 PM
• Summer Season: 7:00 AM – 3:30 PM

Responsible for overseeing and enforcing safety regulations on projects. Experience in safety management within construction projects, ensuring compliance with OSHA and other regulatory standards.

RESPONSIBILITIES

• Constant regular visits to the project site to inspect and enforce safety protocols.
• Prepare, review, and follow up on Risk Analysis documentation to ensure compliance.
• Manage work permits for site entry and exit, ensuring all documentation is accurate and up to date.
• Facilitate "Toolbox Talks" for assigned projects to reinforce safety awareness among workers.
• Perform daily inspections of equipment, tools, scaffolding, and other safety-critical assets.
• Investigate accidents and incidents, draft detailed reports, and recommend corrective actions.
• Develop, implement, and enforce safety policies and procedures to minimize workplace hazards.
• Maintain inventory, distribution, and oversight of safety equipment across assigned projects.
• Keep the Project Manager and clients informed of safety status and potential risks impacting the project.
• Ensure all personnel receive appropriate safety training based on their job functions.
• Attend and actively participate in meetings on safety, health, and environmental well-being related to the project.
• Interpret and ensure compliance with client-specific standard operating procedures and relevant Occupational Health and Safety regulations.
• Support Human Resources in verifying and ensuring compliance with the required safety certifications for new employees, as well as monitoring ongoing certification renewals.
• Other tasks or functions may be assigned.

REQUIREMENTS

• Bachelor's Degree in Engineering, Occupational Health and Safety, or Technical Degree in a related field.
• Minimum five (5) years of experience as a Safety Officer or in a similar position.
• OSHA 30-hour certification in General Industry or Construction
• Knowledge of Microsoft Programs such as Outlook, Word, Excel and Power Point; and navigation on OSHA web pages, among other related pages.
• Excellent interpersonal, oral and written communication skills in English and Spanish.
• Ability to offer guidance and formal training to groups.
• Ability to work in a fast-paced environment, performing simultaneous tasks and meeting deadlines.
• Organizational capacity and time management to establish an order of priorities.

This position requires traveling and working non-regular hours, such as weekends and holidays, if necessary.
