Position Summary

The Residential Reconstruction Manager is responsible for full-cycle operational leadership of residential reconstruction projects, overseeing every phase from demolition through final closeout and warranty. This role is deeply rooted in residential reconstruction expertise, requiring proven experience managing high-volume, multi-site portfolios within regulated programs and disaster-recovery environments.

This position serves as a senior operational authority, ensuring schedule discipline, financial performance, safety compliance, quality execution, and exceptional stakeholder communication across all reconstruction activities. The ideal candidate brings strong field leadership, sound judgment, and the ability to operate decisively in fast-paced, mission-driven reconstruction programs.


Core Responsibilities

Reconstruction Project Leadership (End-to-End)

  • Lead full residential reconstruction lifecycle operations, including demolition, site preparation, vertical construction, punch, closeout, and warranty
  • Manage 20-40 active residential reconstruction sites across multiple counties
  • Ensure scope clarity, constructability, and execution alignment across all phases of reconstruction
  • Direct field teams and subcontractors through demolition sequencing, rebuild operations, inspections, and turnover

Operational Planning, Scheduling & Execution

  • Identify and remove preconstruction bottlenecks to optimize plan reviews, resubmittals, and approvals, reducing cycle time and accelerating construction starts.
  • Develop and manage comprehensive reconstruction schedules and operational plans
  • Coordinate demolition, rebuild sequencing, subcontractor mobilization, and municipal inspections
  • Enforce schedule discipline while adapting to field conditions common to disaster-recovery reconstruction
  • Maintain operational control across multiple concurrent projects

Financial & Cost Management

  • Lead estimating, budget development, and cost control for reconstruction projects
  • Monitor subcontractor costs, pay applications, change orders, and budget variances
  • Track progress milestones, billing cycles, and financial reporting requirements
  • Ensure projects are delivered on time and within approved budgets

Quality Control & Compliance

  • Enforce Timberline quality standards through continuous monitoring and site inspections
  • Review QC checklists, photo documentation, reports, and punch lists
  • Ensure compliance with CDBG-DR program requirements, State Building Code, local ordinances, and all safety regulations
  • Maintain detailed documentation to support audits, program reviews, and regulatory compliance

Field & Contractor Oversight

  • Identify, manage, and evaluate subcontractors and vendors supporting reconstruction efforts
  • Schedule subcontractors according to master schedules and operational priorities
  • Resolve field issues proactively, including scope gaps, delays, material shortages, and constructability challenges

Client, Program & Stakeholder Engagement

  • Serve as a primary operational point of contact for disaster recovery program representatives, municipalities, and internal stakeholders
  • Provide consistent progress updates and reporting to clients and leadership
  • Represent Timberline's values, quality standards, and performance expectations across all reconstruction activities

Safety Leadership

  • Enforce all safety standards and best practices across demolition and reconstruction operations
  • Proactively identify and mitigate safety risks in the field
  • Promote a culture where safety is a core operational value

Qualifications & Experience

Required Experience

  • 5+ years of residential reconstruction experience, with direct reconstruction and demolition experience strongly emphasized
  • Proven success managing multi-site, high-volume residential reconstruction portfolios
  • Strong background in estimating, scheduling, cost control, and subcontractor management
  • Demonstrated experience working with municipalities, permitting authorities, and regulated programs
  • Ability to lead field operations decisively in dynamic, fast-paced environments

Technical & Professional Skills

  • Strong knowledge of residential reconstruction methods, materials, and building codes
  • Ability to interpret construction plans, specifications, and program requirements
  • Proficiency with Microsoft 365 and construction management software
  • Excellent communication, leadership, and conflict-resolution skills
  • Ability to travel statewide as required

Education

  • Bachelor's degree in construction management, related field or equivalent hands-on experience
