Overview
System One is hiring a Proposal Manager to support business development efforts across transportation, water, and infrastructure projects. This role will focus primarily on non-federal proposals, leading the full proposal lifecycle from RFP analysis through submission.
This is a remote, on-call role with variable hours — typically 30+ hours/week depending on workload. There is no defined end date, making this a strong long-term contract opportunity.

Responsibilities

• Lead and manage end-to-end proposal development for moderate to complex pursuits
• Analyze RFPs and build compliance matrices, outlines, and schedules
• Partner with capture teams, SMEs, and operations to develop winning proposals
• Write and edit key sections (executive summaries, resumes, project descriptions, etc.)
• Facilitate kickoffs, color reviews (pink/red/gold), and final submissions
• Ensure proposals are compliant, compelling, and delivered on time
• Support interview/oral prep and proposal closeout activities

• 10+ years of proposal management experience
• Strong experience with transportation proposals (required)
• Background supporting transportation, water, or infrastructure projects
• Advanced proficiency in Adobe InDesign (required) — able to work independently within templates, including master pages and style formatting
• Experience leading cross-functional proposal teams
• Ability to manage multiple deadlines and shifting priorities

• APMP Certification
• PMP Certification
• Experience improving proposal processes or win strategies
