A Day in the Life of an Regional Environmental Operations Manager
As a Liberty Military Housing Regional Environmental Operations Manager (REOM)under the direction of the Senior Regional Maintenance Director (SRMD), is responsible for providing oversight, implementation, and quality control for Asbestos‑Containing Materials (ACM) and Lead‑Based Paint (LBP) Operations and Maintenance (O&M) Plans, as well as the Water Intrusion and Mold O&M Management System within the assigned region for Liberty Military Housing. Additional duties may be assigned as needed.
Essential Duties/Responsibilities (but not limited to)
Act as the Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) Operations and Maintenance (O&M) Coordinator for the assigned region.
Responsible for overall implementation and delegation of requirements of ACM and LBP O&M Plans including:
o Coordination with qualified ACM and LBP consultants and contractors for any surveys and ACM and/or LBP work.
o Reviewing and approving ACM and LBP scope of work documents for compliance with ACM and LBP O&M plans.
o Monitoring ACM and LBP activities on-site as needed to ensure adherence to O&M plans and regulatory requirements.
o Providing support and guidance for emergency responses related to ACM and LBP disturbance.
o Ensuring compliance with record keeping requirements including ensuring documents are uploaded into Yardi.
o Ensuring quality control inspections are completed during ACM and LBP related work and abatement.
o Ensuring training and certifications related to ACM and LBP are maintained.
o Coordination and collaboration with the National Environmental Services Department.
Water Intrusion/Mold O&M Management System Oversight:
Provide management, guidance, and oversight for Mold O&M Coordinators.
Responsible for overall implementation and delegation of requirements of the Water Intrusion/Mold O&M Management System including:
o Authorizing the implementation of initial and ongoing policy training for team members
o Maintaining familiarity with water intrusion/mold-related guidelines and acceptable methods for remediation.
o Providing support and guidance to Mold O&M Coordinators for complex remediation projects.
o Assisting with communication with residents and team members relating to water intrusion/mold as needed.
o Obtaining any necessary authorization from Regional Property Managers for expenditures on training, equipment and outside contractor services.
o Authorizing services to be performed by third-party contractors; and
o Reviewing and monitoring Water Intrusion/Mold O&M activities to ensure adherence to policy requirements and to determine necessary corrective measures.
Performs other duties as assigned.
Skills/Qualifications:
• Excellent verbal and written communication skills.
• Excellent computer proficiency (MS Office – Word, Excel, Outlook, and Yardi).
• Ability to work independently and complete assignments within established guidelines, routines, and standard practices.
• Minimum of 5 years of experience in maintenance, environmental compliance, or a related field.
• High School Diploma or GED required.
• Experience implementing and monitoring environmental compliance programs is a plus.
• Knowledge of federal, state, and local regulations related to water intrusion, mold, asbestos, lead-based paint, hazardous materials, and environmental response—including EPA RRP and Lead Activities rules, OSHA asbestos and hazard communication standards, DOT hazardous materials regulations, and applicable state environmental programs—is a plus.
• Required Environmental Certifications: IICRC WRT/AMRT, DOT, Asbestos Inspector, Asbestos Class III Operations & Maintenance, EPA LBP RRP, and EPA LBP Inspector (or state equivalent). Liberty will support training and certification, and all required certifications must be obtained within the first 6 months of employment.

- Excellent computer proficiency (MS Office – Word, Excel and Outlook).
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
- Bachelor’s degree or higher in Environmental Science, other Science, Engineering, Industrial Hygiene or other related field.
- At least 10 years’ working experience related to environmental compliance.
- Strong knowledge of environmental regulations (e.g., OSHA, EPA, HUD, DOT, CA DTSC).
- Environmental Certifications including IICRC WRT/AMRT, DOT, CHMM or other environmental certifications preferred.
Salary Range $85,000 - $95,000 Annually
