POSITION SUMMARY
ESSENTIAL DUTIES:

In conjunction with other City departments and stakeholders, plan, supervise, promote, and implement special events to include, but not limited to: Easter Egg Hunt in Brandon Park, StrEAT Food Festival, summer camps at Memorial Park, Flag Day March, Home Made Days, Joel G. Garrison Day, Williamsport Welcomes the World, Fall Festival, Christmas Parade, Santa visits, and Festival of Lights and Holiday Market.

•Prepare cost estimates and justifications for budget recommendations and researching and recommending new programs.
•Prepare a variety of analytical reports and presentations of such regarding potential new programs and to assess ongoing program offerings.
•Promote and publicize recreation programs and activities to include preparing and coordinating the development of program and event publicity, including flyers, brochures, news releases, etc.
•In coordination with Human Resources, recruit, select, train, motivate, and schedule, part-time staff.
•Ensure the safety of program participants and employees.
•Ensure that recreation facilities and equipment are used and maintained properly.
•Administer basic first aid if needed.
•Perform related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
•Knowledge of – or willingness and ability to learn – modern principles and methods for developing and implementing a wide variety of recreation, social, and leisure activities for children and adults.
•Knowledge of – or willingness and ability to learn – the federal, state, county, and City laws, codes, regulations, and guidelines affecting recreation programs and activities.
•Knowledge of principles of human resource management to include supervision, training, and performance evaluation in support of the Recreation Coordinator.
•Knowledge of recreational, social, and cultural needs of the community.
•Knowledge of principles of facility supervision, facilitation, and maintenance.
•Excellent organizational skills.

•In conjunction with the Recreation Coordinator, ability to analyze programs, identify feasible solutions, project consequences of proposed actions, and implement recommendations in support of goals.
•Ability to assess and monitor community needs; identify and suggest to the Recreation Coordinator opportunities for improving service delivery methods and procedures for development and implementation of new program areas.
•Ability to maintain administrative systems for facility and program scheduling, calendars, and other functions.
•Ability to develop, analyze, interpret, and explain department policies and procedures.
•Ability to work effectively under pressure and deadlines with consistent interruptions.
•Computer skills necessary to perform the job including proficiency in Microsoft Word and Excel.
•Good communication, interpersonal, and public speaking skills.
•Strong creativity and social skills.

EDUCATION AND EXPERIENCE
•High school diploma or equivalent.
•Experience in the administration of recreational programming and social and cultural programs and services.
•Management and supervisory experience.
•Experience in social media outreach and graphic design.
•First Aid and CPR certifications.
•Valid PA driver's license and an acceptable driving record.

ESSENTIAL FUNCTIONS
•Work may require climbing, balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions.
•Vocal communication is required for expressing or exchanging ideas by means of spoken word, conveying detailed or important instruction to others accurately, loudly, or quickly.
•Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communication and/or to make find distinctions in sound
•Visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection of defects in parts, use of measuring devices, assembly or fabrication of parts at or within arms' length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
• Occasionally lift and/or move up to 50 pounds.
• Able to work in a constant state of alertness and safe manner.

WORKING CONDITIONS
• Majority of work will be in a climate-controlled office environment.
• Occasional work in outside weather conditions.
• Occasional exposure to wet and/or humid conditions and toxic or caustic chemicals.
• The noise level in the work environment is usually quiet while in the office and moderately loud when in the field.
