GENERAL STATEMENT OF JOB DUTIES

The Records & Information Compliance Manager provides agency-wide leadership for GoTriangle's records management and information governance program. This position is responsible for setting strategy, establishing standards, and ensuring compliance with public records laws, regulatory requirements, and audit expectations across all departments.The Manager oversees the full records lifecycle, including classification, retention, access, and disposition for both digital and physical records. Working closely with executive leadership and cross-functional teams, the role ensures records governance is embedded into daily operations, business processes, and technology systems.The position has delegated authority to establish records retention and disposition standards, with final approvals coordinated with Legal and executive leadership in accordance with law and agency policy.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead the development and ongoing management of GoTriangle's records management and information governance program.
  • Establish and enforce agency-wide policies, procedures, and standards to ensure regulatory compliance and audit readiness.
  • Oversee records retention and disposition schedules for all departments, ensuring consistent and legally defensible practices.
  • Serve as the agency's senior authority on records compliance, providing interpretation of laws, regulations, and best practices.
  • Partner with Legal, Finance, IT, Operations, Capital Development, and Administrative teams to integrate records governance into workflows and modernization initiatives.
  • Ensure records requirements are incorporated into new systems, technology upgrades, and business process changes.
  • Conduct compliance reviews, audits, and risk assessments, and lead corrective actions where needed.
  • Develop training and awareness programs to strengthen records stewardship and accountability across the agency.
  • Align records governance practices with cybersecurity, privacy, and access control standards.
  • Track performance metrics, maintain compliance documentation, and report on program effectiveness.
  • Monitor regulatory changes and update agency policies and practices accordingly.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor's degree in Information Management, Records Management, Information Systems, Library Science, Public Administration, Business Administration, or a related field.
  • Master's degree in a related field preferred.
  • Seven (7) or more years of progressively responsible experience in records management, information governance, compliance, or related disciplines, preferably in a public-sector or highly regulated environment.
  • Strong expertise in records retention, lifecycle management, and regulatory compliance for digital and physical records.
  • Knowledge of public records laws and audit standards; experience with North Carolina public records laws and/or FTA requirements strongly preferred.
  • Experience integrating records governance into enterprise systems and business operations.
  • Understanding of data security, privacy, and access control principles.
  • Strong leadership, communication, and policy development skills.
  • Demonstrated ability to collaborate across departments and influence organizational practices.
  • Professional certifications such as Certified Records Manager (CRM), Information Governance Professional (IGP), or similar preferred.

Working Conditions:


Works in an office environment where there is minimum exposure to dust, noise, or extreme temperatures. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.


Physical Requirements:


Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
