Job Summary:

DUTIES AND RESPONSIBILITIES:
+ This position is responsible for supervising the process of procuring materials, parts, components, services, and equipment under government or commercial contract(s). This includes activities such as:
+ Review of work statements
+ Preparation of solicitations
+ Conducting of bidder conferences
+ Proposal analysis and evaluations
+ Terms and Conditions negotiations
+ Coordination with Engineering, Manufacturing, Programs and other internal stakeholders
+ Contract award review and approval
+ Contract administration including oversight of supplier deliveries and quality throughout the period of performance, as well as change management
+ Act as primary contact for purchasing activities with management and internal stakeholders. Provide advice relating to issues with government and commercial purchase orders. May represent the company with customers, potential customers and suppliers.
+ Support production schedules by assisting in planning activities and monitoring buys.
+ Interpret and execute Supply Chain policies and procedures for the compliant operation of Procurement activities. Recommend modifications to operating policies as needed. Keep abreast of best practices in supply chain and materials management.
+ Coordinate and review confidentiality agreements, non-compete justifications, commercial item determinations, price analyses, terms and conditions, license agreements and other documentation for conformance to business objectives and company policies.
+ Assign tasks, review work, and provide direction to staff while ensuring purchasing processes are met within established timelines. Assist with challenges and help to develop innovative solutions to resolve complex issues.
+ Lead and participate in customer proposal efforts by obtaining supplier quotes and proposals, which may include subcontractor costs and pricing data. Perform price analysis and negotiations as appropriate, provide all supporting documentation to proposal team.
+ Participate in various internal and external audits, including government and customer audits.
+ Manage and actively participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of required management and professional talent.
+ Maintain the strict confidentiality of sensitive information.
+ Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.
+ Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
+ Perform other duties as assigned or required.

Job Qualifications:
+ Typically requires a Bachelor's degree in business administration or a related discipline and nine or more years of progressive experience interpreting, awarding and administering contractual agreements. May substitute equivalent experience in lieu of education.
+ Must have demonstrated experience in the concepts, principles, and standard practices of supply chain management and purchasing and an extensive knowledge of contract construction, Federal Acquisition Regulations (FAR), FAR supplements, and the Uniform Commercial Code (UCC).
+ Must be capable of coordinating inter-organizational activities and recommending creative solutions to complex issues.
+ The ability to document, investigate, advise, interpret and explain complex issues or technical information to internal staff at all levels throughout the organization as well as external customers and suppliers is also required.
+ Must have experience negotiating complex purchases and subcontracts and conducting briefings while having a detailed and comprehensive understanding of materials requirements planning.
