Examples of Duties and Responsibilities: Responsible for program planning, development, administration and evaluation of the agency in a variety of health programs including but not limited to: home health, communicable disease, immunizations, school health, public health preparedness, therapy, environmental health, WIC, Tobacco, SEP, EPSDT, HCBS and others not named here. Duties and responsibilities as found in SB 08-194, The Public Health Act, C.R.S. 25- 509. Administers and enforces the public health laws/rules/regulations/standards of the state of Colorado. Organizes and directs the agency's ongoing functions to assure the availability of services. Monitors current events related to health on a local, national, and international level. Responsible for planning, developing, implementing, administering and evaluating programs. Implements governing body directives and policies. Monitors quality and appropriateness of services and products. Ensures compliance with regulatory requirements, standards of practice, policies and procedures. Employs qualified personnel to maintain appropriate staffing. Ensures staff development including orientation, In-service education, continuing education and evaluation of staff. Completes performance evaluations on subordinate staff in accordance with organization policy. Assures that skilled nursing and other therapeutic services furnished are under the supervision and direction of a physician or a registered nurse. Assures appropriate staff supervision during all operating hours. Assures the development and qualifications for professional services and the assignment of personnel. Ensures program personnel have current clinical information and current practices. 1 7. Appoints and dismisses personnel at Bent Public Health. 18. Maintains an ongoing liaison with the Governing Body, the professional advisory group and the staff. Desired Education and/or Experience: A Physician Director candidate shall: Be licensed to practice medicine in the state of Colorado within six months of hire. Graduated from an approved medical school (MD or DO) and preferably be certified by the American Board of Preventive Medicine or American Board of Osteopathic Preventive Medicine. Have five years within the past ten years of successful and responsible administrative experience in public health or a closely related field, including at least two year experience in supervising public health professionals. A candidate with one year of graduate study in a recognized school of public health is preferred. A Non-Physician Director candidate shall: Have a master's degree in a public health discipline such as environmental health, health education, epidemiology, health administration/policy, biostatistics, nursing, public administration, health administration, or a closely related discipline. Have five years within the past ten years of successful and responsible administrative experience in public health or a closely related field, including at least two years expe1ience in supervising public health professionals. A nurse candidate shall be licensed to practice in the state of Colorado within six months of hire. Medical Officer: If the public health director is not a licensed physician, a designated medical officer (advisor) shall be employed or contracted (paid or volunteer) by the district or county board of health to advise the public health director on medical decisions and be available at all times to the public health director. The medical officer must be a graduate from an approved medical school (MD or DO) and licensed to practice medicine in the state of Colorado. Substitutions: Bent County Public Health may substitute year for year professional public health work experience for certain academic requirements or exceptional academic preparation for certain experience requirements when a candidate is otherwise prepared to carry out the duties of a public health director. Within 30 days of substituting the requirement , the Bent County Board of Health shall submit the information upon which the substitution was allowed to the state board of health for review. Waivers: The Bent County Board of Health may waive the minimum qualifications as set forth above and found at 6 C.C.R. 1014-6. Within 30 days of allowing the waiver, the Bent County Board of Health shall submit waiver information to the state board of health for review.
