Project/Program Manager - NON IT 4

Job Summary: Talent Software Services is in search of a Project/Program Manager - NON IT for a contract position in CA(Hybrid). The opportunity will be six months with a strong chance for a long-term extension.

Primary Responsibilities/Accountabilities:

  • Direct large-scale, complex projects that may involve multiple internal and external stakeholders
  • Develop the project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts
  • Validate financial forecasts and provide on-going reconciliation of resources and other related project expenditures
  • Build, lead, and coach multiple project teams throughout project lifecycles
  • Define and track project milestones while developing, maintaining, and reporting on an overall and integrated delivery plan


Qualifications:

  • Proven ability to get complex, cross functional initiatives over the finish line—on time, on scope, and with visibility into risks, dependencies, and tradeoffs. Strong command of delivery methodologies (Agile, Hybrid, Waterfall) and disciplined execution.
  • Ability to confidently engage executives, manage competing priorities, resolve conflict, and drive decisions without authority. This includes expectation-setting, escalation judgment, and translating complexity into clear business language
  • Understands why the work matters—not just what is being delivered. Can align projects to business outcomes, anticipate downstream impacts, quantify value, and course correct based on organizational priorities.


Preferred:

  • Strong working knowledge of how credentialing, UM, claims adjudication, and network management interconnect—from provider onboarding through payment and performance. Can anticipate cross‐functional impacts (e.g., credentialing delays affecting claims pends or network adequacy) and proactively manage dependencies.
  • Experience leading change in highly regulated domains—NCQA, CMS, state DOI requirements—while minimizing operational disruption. Ability to manage downstream impacts to provider experience, member access, and operational SLAs during transitions (e.g., credentialing system changes, UM workflow redesigns).
  • Comfort interpreting payer‐specific metrics such as turnaround times (TATs), pended claims rates, first‐pass yield, denial rates, provider load, and network adequacy thresholds. Uses data to surface risk early, drive prioritization, and communicate operational impact in business terms.
