Project Control Specialist - Heavy Civil Construction


Job Summary:

The Project Control Specialist will support project success by integrating cost control, scheduling, progress tracking, and performance analysis for heavy civil construction projects. This role ensures accurate monitoring of project baselines, identifies variances, and provides actionable insights to project managers, helping maintain schedules, control costs, and achieve profitability in a fast-paced, safety-driven environment.


Key Responsibilities:

  • Develop, maintain, and update integrated project control systems, including cost-loaded schedules, earned value management (EVM), and performance metrics using tools like Primavera P6, Microsoft Project, or similar software.
  • Track and analyze project costs, progress, and variances against budgets and baselines; prepare detailed cost-to-complete forecasts and cash flow projections.
  • Monitor schedule adherence, critical paths, and resource utilization; identify potential delays and collaborate with teams on recovery plans or mitigation strategies.
  • Collect, verify, and report project data from field teams, subcontractors, and accounting systems to ensure accurate status reporting.
  • Prepare regular project control reports, dashboards, and lookahead analyses for project managers, superintendents, and senior leadership, highlighting risks, opportunities, and performance trends.
  • Support change management by assessing impacts of change orders, scope changes, or delays on cost and schedule.
  • Assist in baseline development during bidding, planning, and execution phases, including logic development, resource loading, and risk incorporation.
  • Ensure compliance with company policies, contractual requirements, and regulatory standards (e.g., INDOT, TXDOT); contribute to audit preparation and documentation.
  • Collaborate with project managers, cost accountants, schedulers, estimators, and field personnel to align controls with project goals and promote continuous improvement in control processes.
  • Participate in project reviews, lessons learned sessions, and process enhancements to strengthen overall project delivery.

Qualifications:

  • Bachelor's degree in Construction Management, Civil Engineering, Accounting, Finance, Project Management, or a related field preferred.
  • 3+ years of experience in project controls, cost engineering, or scheduling within heavy civil, highway, bridge, or infrastructure construction.
  • Proficiency in project controls software such as Oracle Primavera P6 (preferred), Microsoft Project, Excel (advanced), and familiarity with earned value management principles.
  • Strong understanding of construction processes, job costing, critical path method (CPM) scheduling, and heavy civil project sequencing (e.g., grading, paving, utilities, bridge work).
  • Excellent analytical, problem-solving, and data interpretation skills with high attention to detail.
  • Effective communication and interpersonal abilities to work collaboratively across multidisciplinary teams.
  • Commitment to safety protocols and a proactive approach to risk management in construction settings.
  • Valid driver's license and willingness to travel to project sites as required.
