What You Will Do

Detonator Production (DP) Division is the premier Production Agency (PA) assigned to produce WR (War Reserve) detonators for the Nation's nuclear stockpile security mission. The Division is part of LANL's Weapons Production Directorate. DP is comprised of a team of motivated, highly skilled technical and operational support staff working in an integrated format. The organization is centered on high-rigor manufacturing operations to produce precision, safe and reliable WR products. DP partners closely with customers and stakeholders such as NNSA (National Nuclear Security Administration), Design Agencies (LANL, Sandia, and Livermore), and LANL program management orgs to deliver on challenging National security objectives. DP upholds vigorous teamwork, personal integrity, respectful workplace, and continuous improvement in operations, technical excellence, safety and security.

Detonator Production (DP) is seeking a highly qualified candidate to be considered for the Division Production Manager position. The Production Manager reports directly to the Detonator Production (DP) Division Leader and assists in the senior program/project leadership and management of the DP manufacturing portfolio requiring multidisciplinary integration across multiple DP groups and Laboratory organizations, and encompasses one or more discrete programs/projects. The Production Manager assists in developing programmatic manufacturing execution schedules that are success-based to meet programmatic detonator milestones while continuing a high degree of quality to support the nation's nuclear weapons stockpile. The Production Manager will collaborate with divison leadership in defining and articulating the strategic visions and goals for the division. The selected candidate will focus on developing and executing programs/projects to support them. The Production Manager leads the collaboration with internal customers, and the Stockpile Production Management (SPM) office to determine what work will be done to meet the customers' needs. This position functions as the lead in managing and overseeing the planning, tracking, and execution of the detonator production mission deliverables.

What You Need

Minimum Job Requirements:

Production & Manufacturing Operations Leadership: Expert level experience overseeing production operations to ensure products are produced efficiently, on schedule, within budget, and in accordance with program milestones and deliverables. Demonstrated experience developing, managing, and controlling production schedules, resolving priority conflicts, and determining operational readiness for execution. Demonstrated experience overseeing manufacturing process flow, inspection activities, and resource allocation (personnel, equipment, materials) to optimize productivity and minimize downtime. Demonstrated experience implementing continuous improvement initiatives and operational enhancements to increase efficiency and effectiveness.

Integrated Safety Management & Conduct of Operations: Expert level experience implementing Integrated Safety Management (ISM) line management responsibilities, including integrating safety into work planning and execution, modeling exemplary safety behavior, engaging employees in the field, and ensuring accountability. Demonstrated ability to pause or stop work when required to ensure worker health and safety, security, environmental protection, and quality.

Quality, Technical & Regulatory Compliance: Advanced knowledge of quality assurance principles, product acceptance, product realization, and demonstrated experience ensuring products meet design definition and rigorous quality requirements. Demonstrated experience integrating and enforcing Conduct of Operations, Conduct of Engineering, and Conduct of Training within production or operational environments. Expert-level knowledge of and demonstrated experience implementing and enforcing governmental regulations and Laboratory policies related to technical or operational work. Demonstrated experience integrating safety, security, environmental compliance, quality, and contractor assurance requirements into program execution.

Leadership & Personnel Management: Expert level experience leading managers and/or technical professionals in complex operational or technical environments. Demonstrated experience in workforce planning and recognition of personnel. Demonstrated ability to motivate teams, build consensus, resolve conflict, and foster a collaborative, high-performing work environment. Demonstrated commitment to diversity, equity, and inclusion, and experience fostering a mutually respectful workplace free from discrimination and harassment.

Communication Skills: Excellent oral and written communication skills, with demonstrated ability to present complex technical, operational, and programmatic information clearly to executive leadership, customers, and multidisciplinary teams. Demonstrated ability to build trust, gain consensus, and effectively interact with all levels of internal and external personnel.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Advanced knowledge of Defense Programs Business Process System requirements (DPBPS).

• Advanced knowledge of the requirements contained in the Weapon Quality Assurance Program - Production Agency and implementing administrative procedures.

• Proficiency in the use of the following systems:[FS1]

o Secure Operations Management Systems (SOMS)

o Manufacturing Quality Systems (MQS)

o PDMLink

o EALink

• Expert level experience in project and manufacturing management skills.

• Demonstrated experience applying engineering principles, methods, and tools to solve complex problems.

• Advanced Knowledge and application of Lean Manufacturing Principles. Ability to understand and interpret complex statistical analysis techniques to monitor and determine root cause of potential issues.

• Demonstrated ability to provide technical leadership in the day-to-day manufacturing process flow.

• Demonstrated expert level understanding of milestones and deliverables and be capable of making priority decisions, while balancing risk, to ensure those milestones and deliverables are met.

• Ability to effectively communicate professionally and collaborate with all levels within the division and FOD.

• Proficiency in interpreting and translating complex design agency specifications and engineering drawings. A working knowledge of Geometric Dimensioning and Tolerancing per ANSI Y14.5.

• Master's level degree in an engineering field

• Active DOE Q clearance; ability to become a derivative classifier and reviewing official.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
