The Organization:
Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.
At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, a weight room, a rock wall, and recreational programming, including various fun activities, educational and fitness classes.
Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.
Procurement Specialist:
Are you a detail-oriented professional with a knack for strategic purchasing and vendor management? Brushy Creek MUD is seeking a motivated Procurement Specialist to help us secure the best value in goods and services while supporting the essential operations of our District. In this role, you'll play a key part in ensuring timely, cost-effective procurement that aligns with our standards for quality and compliance. Essential Job Functions:
- Plans, coordinates, and executes procurement activities in accordance with government regulations and policies.
- Prepares, issues, and manages solicitations including Requests for Quotations (RFQ), Requests for Proposals (RFP), and Invitations for Bids (IFB).
- Develops solicitation documents, specifications, scope of work, and evaluation criteria.
- Performs bid analysis and comparison to evaluate pricing, technical compliance, quality, and overall value.
- Evaluates vendor proposals, quotations, and bids to ensure best value, technical compliance, and cost effectiveness.
- Conducts market research to identify qualified suppliers and competitive pricing.
- Ensures compliance with public sector procurement laws, ethical standards, and internal procedures.
- Monitors contract performance and ensures vendors meet terms and conditions.
- Maintains procurement records, documentation, and audit trails.
- Coordinates with internal departments to determine purchasing needs and specifications.
- Supports contract negotiations, renewals, and amendments.
- Resolves procurement issues, disputes, and delivery problems.
- Assists in developing procurement policies, procedures, and process improvements based on industry standards and GFOA Best Practices.
- Prepares reports on purchasing activities, cost savings, and vendor performance.
What We're Looking For:
We're looking for someone who brings a combination of organizational precision, analytical skills, and a collaborative mindset. Your ability to juggle multiple procurement activities while ensuring compliance and cost savings will make you a key contributor to our mission.
Requirements:
- Associate's degree in Business Administration, Public Administration, Supply Chain Management, Finance, or related field.
- 2–5 years of experience in procurement, purchasing, or contract administration (government experience preferred).
- Knowledge of public procurement regulations, bidding procedures, and contract management.
- Strong knowledge of RFQ and RFP processes, including solicitation preparation, vendor evaluation, bid comparison, and award recommendations.
- Strong analytical, negotiation, and problem-solving skills.
- Excellent written and verbal communication skills.
- Proficiency in procurement systems and standard office software.
- Ability to maintain confidentiality and high ethical standards.
Preferred Requirements:
- Experience in government or public sector procurement.
- Professional certification (e.g., Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO)).
- Knowledge of budgeting and financial procedures in government operations.
