Credence has an immediate need for a Program/Budget Analyst to support the Business Management Directorate within the PM PNT at Aberdeen Proving Ground (APG) Maryland.
Credence provides administrative, business management, contracting, information technology, program management, engineering, logistics management, test and evaluation, training,operations security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army Project Manager for Positioning, Navigation, and Timing (PM PNT).
Responsibilities include, but are not limited to the duties listed below:
- Formulation, justification, presentation, and execution of annual program spend plans. Monitors, tracks, and analyzes program Research, Development, Test and Evaluation (RDT&E) and Procurement appropriation obligations and expenditures. (MUST)
- Actively participates in monthly, mid-year, and year-end budget reviews of current and prior year funds. Participates in year-end budget closeout process to ensure complete and proper use of current and expiring funds. (MUST)
- Prepare for and actively particpate in PM PNT program/product meetings, including program acquisition/milestone decisions; Program Objective Memorandum (POM) development; program management reviews.
- Identifies actual and potential programmatic and financial risks and issues and recommends mitigation actions and solutions. Interprets acquisition and financial laws, directives, regulations, and policies and provides guidance and recommendations to product office leadership and functional staff.
- Develop, review, and justify program Procurement Backup Books (P-forms) and Research, Development, Test, and Evaluation Descriptive Summaries (R-forms), Army Program Budget briefs (APBBs), and responses to Congressional Requests for Information (RFIs).
- Collaborate with Project, Product, and functional support directorates and staff to provide programmatic and financial information as it relates to the development of program objectives and strategies, integrated master schedules, program office and independent government cost estimates.
- Develop, review, update, and contribute to program acquistion documentation to support program milestone decision reviews to include acquisition strategies, acquisition program baselines, test and evaluation strategies, and life cycle sustainment plans.
Requirements
Education, Requirements and Qualifications:
- An active DoD Secret security clearance.
- Bachelor’s degree in business, finance, management, engineering, or related discipline.
- Minimum of three (3) years of experience supporting Army Commands, Capability Program Executive (CPE) or Project Manager (PM) acquisition pathway programs in program or budget analysis, or a Planning, Programming, Budgeting, and Execution (PPBE) related function.
- Working knowledge of PPBE, Fiscal Law, Adaptive Acquisition Framework (AAF) pathways, Army Acquisition policy (AR 70-1), Department of Defense Financial Management Regulation 7000.14-R (DoD FMR), and Department of Defense Instruction (DoDI) 5000 series.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Demonstrated ability to work independently on assigned tasks while coordinating with senior analysts and other functional staff.
- Strong analytical, organizational, and written communication skills.
- Ability to manage multiple tasks in a fast-paced project management environment with minimal supervision.
- Experience using Army financial and program management enterprise applications such as:
- Project Management Resource Tool (PMRT)
- Program Data Alignment App (PDAA)
- Comprehensive Cost and Requirement (CCaR)
- Management Acquisition Reporting (MAR)
- General Fund Enterprise Business System (GFEBS)
- Assistant Secretary of the Army Acquisition, Logistics, and Technology (ASAALT) Live
