What You Will Do

Plutonium Infrastructure Engineering (PIE) develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to enable the Laboratory's national security and scientific missions. PIE supports facility engineering, system engineering, configuration management, and engineering project execution across the Laboratory's nuclear facilities.

The Nuclear Facilities Engineering Manager 3 (NFEM-3) serves as a first-line engineering manager responsible for assisting in the direction of a robust workforce supporting nuclear facility engineering operations, projects, and engineering programs. This position operates in a high-hazard nuclear facility environment and requires strong technical leadership, organizational management, and the ability to integrate engineering disciplines in support of mission execution.
The NFEM-3 assists the Group Leader and Division leadership in directing strategic engineering activities while ensuring compliance with Department of Energy (DOE) nuclear facility requirements, Laboratory policies, and national consensus codes and standards.

Key responsibilities include:
  • Assist in directing engineering activities supporting nuclear facility operations, maintenance, system engineering, safety basis implementation, and engineering projects.
  • Ensure technical deliverables comply with applicable federal, state, and local laws, regulations, DOE Orders, and Laboratory engineering requirements.
  • Ensure engineering deliverables are developed in accordance with LANL Conduct of Engineering (CoE) policies and procedures.
  • Assign qualified engineering resources to support facility engineering work, projects, and programmatic mission requirements.
  • Monitor engineering work scope, schedule, cost, and quality to ensure organizational objectives and customer commitments are met.
  • Lead the resolution of complex technical and operational issues affecting facility engineering systems and projects.
  • Support configuration management, engineering document control, design authority responsibilities, and engineering standards implementation.
  • Assist the Group Leader in developing staffing plans, recruiting qualified personnel, and implementing workforce development and mentoring programs.
  • Participate in forecasting staffing requirements, developing and managing budgets, and monitoring performance to ensure efficient execution of engineering programs.
  • Foster a culture of operational excellence, technical rigor, and continuous process improvement across engineering activities.
  • Communicate effectively with internal and external stakeholders including Laboratory leadership, DOE/NNSA representatives, and supporting organizations.
  • Promote open communication with workers and subcontractors to ensure issues are identified early and resolved effectively.
  • Consistent with Integrated Safety Management principles, the NFEM-3 ensures safety, quality, security, and environmental protection are integrated into all engineering activities.



What You Need

Minimum Job Requirements:


Leadership
Demonstrated leadership and technical management experience in a multi-disciplinary engineering organization supporting nuclear facilities. Experience managing engineering personnel, coordinating across organizations, and resolving complex technical and operational challenges.

Knowledge and Experience
The selected candidate must demonstrate knowledge and experience in nuclear facility engineering operations and administration, including:
  • Experience leading engineering activities supporting nuclear facility operations, maintenance, systems engineering, safety basis, and projects.
  • Demonstrated experience implementing Conduct of Engineering (CoE) and configuration management programs in support of reliable facility operations.
  • Experience managing multidisciplinary engineering teams supporting nuclear facility infrastructure or mission operations.
  • Demonstrated ability to manage engineering schedules, priorities, and resources to meet mission commitments.
  • Experience developing and implementing engineering processes including configuration management, engineering document control, and engineering standards.
  • Demonstrated experience building strong internal and external customer relationships and resolving cross-organizational conflicts.
  • Working knowledge of DOE Orders, DOE standards, and the LANL Engineering Standards Manual applicable to nuclear facility engineering.
  • Experience supporting engineering activities associated with facility operations, maintenance, and engineering project execution.

Training/Certifications: A professional license (PE) in an engineering discipline from a recognized licensing board or certification as a Project Management Professional (PMP) is preferred but not required.

DOE Order 426.2 Requirements: Requires a bachelor of science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.

Education/Experience:
Position requires a bachelor's degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Demonstrated knowledge of LANL nuclear facility operations and engineering programs.
  • Experience supporting engineering activities associated with nuclear facility infrastructure upgrades or mission operations.
  • Experience working with DOE/NNSA organizations in an engineering capacity.
  • Understanding of government contracting and procurement processes related to engineering support services and subcontract architecture/engineering agreements.
  • Experience leading engineering process improvement initiatives and developing engineering standards or specifications.


Work Environment:

Work Schedule: This position may require 24/7 coverage, which could involve working a shift schedule. Employees maybe eligible for shift differential pay when assigned by their manager. Shift assignments are at the discretion of the manager.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program.
