Plant Maintenance Supervisor

GENERAL DESCRIPTION
Primary duties include supervising and coordinating maintenance and repair activities of employees engaged in maintaining and repairing fixed plant assets, including, pumps, motors, gear boxes, and other drinking water, wastewater, lift stations and reclaimed water physical equipment. Also supervises and coordinates maintenance and repair activities for electrical and instrumentation and control equipment including motor control centers, variable frequency drives, solid state soft starters, online continuous monitoring analyzers, flowmeters, a SCADA system, and other drinking water, wastewater, lift stations and reclaimed water electrical and instrumentation and control equipment. Ensures quality control and a safe facility environment is maintained. Plans and executes the predictive, preventive and corrective programs for all drinking water, and reclaimed water facilities. Prepares budget recommendations and is responsible for meeting budget objectives. Work requires a great deal of independent judgment and is performed under the direction of the Wastewater Chief Operator. Work is reviewed largely through observation, coordination and consultation in determining needs, preparation of cost estimates, work scheduling, and evaluation of results achieved.
ESSENTIAL JOB FUNCTIONS
- Work involves performing highly diversified duties to effectively supervise the maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project scope of work with established regulatory requirements.
- Responsible for assigning work orders and duties, and reviewing all predictive, preventive and corrective maintenance for proper documentation.
- Supervises all work orders to insure timely, accurate and effective completion.
- Solicits bids for service contracts for maintenance and repair work and oversees timely completion. Serves as the preventive and corrective maintenance expert for the team to come to for guidance and direction. Insures conformance to contract requirements.
- Develops and reviews performance indicators to improve efficiency.
- Ensures equipment files, drawings and maintenance records are kept up to date. Responsible for parts and materials needed for on-time maintenance.
- Must be able to work in adverse weather conditions, overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of the proper repair and maintenance requirements for drinking water treatment plants, wastewater treatment plants, reclaimed water pump stations and wastewater lift stations.
- Knowledgeable and skilled in the operations, repair, and maintenance of HVAC, electrical, instrumentation and controls, and mechanical systems associated with treatment plants and pump stations.
- Experienced with computer programs including the Microsoft Office, Internet Explorer, and Computerized Maintenance Management Systems. Demonstrated capability to work in a dynamic, fast-paced environment; action-oriented and able to handle multiple priorities at a time.
- Effective oral and written communication skills. Must possess the ability to read and understand blueprints and drawings.
MINIMUM QUALIFICATIONS
- Graduation from high school or certified equivalent.
- Five (5) years of maintenance and repair experience including mechanical, electrical, pneumatics, hydraulics, including troubleshooting and repair of production equipment.
- Experience in water and wastewater maintenance and repair preferred.
- Must possess experience in working with wiring schematics and blueprints to troubleshoot equipment and accomplish repairs or equivalent combination of education and experience.
EQUIPMENT USED
Handcart; various power tools; soldering gun/heating irons; basic power/hand tools, power drill, digital multimeter, pipe locator rod, handheld radio and other equipment as necessary to perform the requirements of the position.
PHYSICAL REQUIREMENTS
Must be able to work in adverse weather conditions, overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required. Due to potential safety hazards associated with the work environment, the ability to conform to confined space entry procedures and the use of safety equipment, including self-contained breathing apparatuses are required per City of Apopka safety procedures. Work requires very frequent standing, walking, lifting objects less than 50 pounds, speaking, hearing, detailed inspection and reading. Work also requires frequent writing and occasional sitting, pushing, pulling, digging, reaching overhead, kneeling, crawling, climbing and typing. Work requires operating a pick-up truck on and off road. Frequently works in extreme weather, noxious fumes, heights, confined areas and with chemicals. Occasionally works in areas of excessive noise.
JOB LOCATION
All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
